Column sum does not equal total due to rounding. <br />†The term “above moderate” is used by HCD and indicates an income level consistent with “market rate” <br />affordability. <br /> <br /> <br />BACKGROUND & ANALYSIS – GENERAL PLAN APR <br />The City continued to implement its General Plan in 2024, which—in addition to the Housing Element—is <br />comprised of the Built Environment Element, Building Community Element, Public Safety Element, and <br />Natural Resources Element. The General Plan, originally adopted in 2010 and most recently amended in <br />2024, is the vision document that guides the growth and development of Redwood City through 2030. <br />The General Plan establishes policies that serve as the basis for zoning regulations and provides guidance <br />in the evaluation of development proposals. In addition, it establishes the policy framework for economic <br />development, transportation improvements, sustainable growth, City services, parks and open space, and <br />cultural and historic preservation. <br /> <br />In 2024, the City adopted one minor amendment to the Built Environment Element of the General Plan <br />and advanced efforts to implement the policies and programs of the various General Plan Elements, as <br />described in the General Plan APR (Attachment B). Implementation highlights include furthering programs <br />in the Housing Element, which are covered in the Housing Element APR (Attachment A), and initiatives to <br />implement the Building Community, Public Safety, Natural Resources, and Built Environment Elements. <br />The General Plan APR also describes several implementation actions that are underway and expected in <br />2025 and 2026. <br />EQUITY IMPACT STATEMENT <br />The Housing Element APR is an annual assessment of the City’s progress toward meeting its RHNA <br />obligation and implementing the programs in the 2023-2031 Housing Element.
