Equity was a primary consideration in drafting the City’s <br />Housing Element and amendments to the General Plan and their programs are intended to foster <br />equitable community outcomes. <br />FISCAL IMPACT <br />The cost of preparing the Housing Element and General Plan APRs, submitting them to the State, and <br />implementing the Housing Element and General Plan are paid for through the City’s General Plan <br />Maintenance Fee, which is a fee applied to every building permit the City issues. Preparation and submittal <br />of the APRs and implementation of the Housing Element are State-mandated actions that are important <br />components of State housing grant eligibility; failure to submit the Housing Element APR and implement <br />the Housing Element could impact future funding opportunities. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. The City is required by law to submit the <br />Housing Element and General Plan APRs to HCD and LCI and these reports involve no authorization for <br />any entitlement, permitting, or construction activity that could result in direct or indirect changes to the <br />environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />Direct staff to make updates to the Housing Element APR and/or General Plan APR prior to their required <br />submittal to the State on April 1, 2025. <br />ATTACHMENTS <br />Attachment A – 2024 Housing Element Annual Progress Report <br />Attachment B – 2024 General Plan Annual Progress Report <br />6.A. - Page 12 of 52 <br />21
