Page 8 of 13 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Summary of Compensation and Terms of Employment for the Confidential Employee Group: <br />The attached Summary of Compensation and Terms of Employment for the Confidential Employee Group <br />addresses topics of concern to both Confidential employees and the City. The City has previously, <br />informally aligned compensation and terms of employment for Confidential employees with <br />compensation and terms of employment for employees represented by the Redwood City Management <br />Employees’ Association (RCMEA). Staff recommends adopting a separate compensation summary for the <br />unrepresented Confidential Employee Group. <br />The Summary of Compensation and Terms of Employment for the Confidential Employee Group before <br />the City Council summarizes current, ongoing compensation terms and policies. New compensation <br />changes and changes to terms of employment reflected by this Summary are as follows: <br />SALARY <br />Following City Council approval of this Summary, the City will conduct a total compensation survey in <br />accordance with the parameters of the City’s compensation philosophy and will reflect the Redwood City <br />COLA and the pension cost share effective the first full pay period following City Council approval of this <br />Summary, including the cost of living increases and reductions in pension cost share. Any resulting equity <br />adjustments will not exceed one percent (1%), to be effective the first full pay period following final <br />completion of the surveys. <br />Effective the first full pay period following October 1, 2025, there will be a three percent (3%) cost of living <br />increase for all classifications represented by the bargaining unit. <br />Effective the first full pay period following October 1, 2026, there will be a three percent (3%) cost of living <br />increase for all classifications represented by the bargaining unit. <br />EMPLOYEE CONTRIBUTIONS TO RETIREMENT SYSTEM <br />Currently, employees in the Tier 1 pension plan (2.7% @ 55 formula), are required to contribute the full <br />member contribution of 8% of pensionable compensation to CalPERS, plus an additional 7% of <br />pensionable compensation toward the City’s pension contribution to CalPERS in accordance with <br />California Government Code Section 20516(f), for a total of fifteen percent (15%) of pensionable <br />compensation. <br />• Effective the first full pay period following City Council approval of this Summary, the additional <br />pension cost share of 7% for pension Tier 1 will be reduced to 5.25%. <br />• Effective the first full pay period following October 1, 2025, the additional pension cost share of 5.25% <br />for pension Tier 1 will be reduced to 4%. <br />• Effective the first full pay period following October 1, 2026, the additional pension cost share of 4% <br />for pension Tier 1 will be reduced to 2.75%. At such time, employees in the Tier 1 pension plan will <br />contribute 2.75% plus the full member contribution of 8% of pensionable compensation as the <br />employee member contribution to CalPERS. <br />Effective October 1, 2027, the City will provide the same Cost of Living Adjustment to the Confidential <br />employees covered by this Summary as negotiated with the Redwood City Management Employees’ <br />6.I. - Page 8 of 119 <br />422
