Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />ANALYSIS <br />To address this need, PWS issued a Request for Proposals (RFP) on October 7, 2024, for on-call SCADA <br />system maintenance and troubleshooting. Staff reached out to neighboring cities to develop a prospective <br />qualified vendor list to advertise the RFP. The RFP was emailed to six potential consultants, posted on the <br />City’s website, and published in the San Mateo Daily Journal. <br />Staff received five proposals from qualified consultants by the RFP deadline. Proposals were evaluated for <br />breadth and a diverse range of expertise spanning from software programming and telecommunications <br />protocols, electrical and motor controls, and the ability to provide 24/7 on-call support. <br />Upon reviewing the proposals, staff believe that the proposed consultant, Tetra Tech, Inc., possesses the <br />necessary expertise, experience, and staff resources to provide the City with reliable SCADA services and <br />timely emergency responses. Based on their qualifications and strong municipal (water and wastewater) <br />references, staff recommend awarding a one-year agreement to Tetra Tech, Inc. for on-call SCADA system <br />maintenance and troubleshooting services. Services will be rendered by City request and billed monthly <br />on a time-and-materials basis, using the consultant's hourly labor rate and material fees, in an amount <br />not-to-exceed $440,000 over one year. Additionally, staff recommend authorizing the City Manager to <br />extend the agreement for up to two additional two-year terms, for an aggregate total not-to-exceed <br />amount of $2,336,020. <br />FISCAL IMPACT <br />The amount of $440,000 is available to allocate from various PWS operating accounts, primarily the <br />Water and Sewer Enterprise Funds. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />6.J. - Page 2 of 19 <br />535
