The intent of this report is to demonstrate the City’s ongoing
compliance with Government Codes §65300 – 65303.4, governing the required elements of a
general plan, and provide a summary of implementation actions that have occurred within the
past year. This report, which is provided for informational purposes only, details Redwood City’s
compliance with State law and highlights notable measures that were implemented in 2024.

This General Plan Annual Progress Report (APR) does not provide a detailed explanation of the
progress in implementing the Housing Element, as that information is in a separate Housing
Element Annual Progress Report.

Compliance with State Law and General Plan Guidelines
Adopted on October 11, 2010, the Redwood City General Plan is the vision document that guides
the growth and development of Redwood City through 2030. As a culmination of extensive
community outreach and input, the General Plan establishes the basis for zoning regulations and
provides guidance in the evaluation of development proposals. In addition, it creates the
framework for economic development, transportation improvements, sustainable growth, City
services, parks and open space, and cultural and historic preservation. In particular, the General
Plan addresses:
 How City looks and feels
 Where and how we live
 How we get around
 What we do for enlightenment, entertainment, and fun
 How we live alongside and preserve natural resources
 How we can improve our quality of life.
6.A. - Page 45 of 52
54
