<br /> <br /> <br />2 <br /> <br />State law (Government Code Section 65300 et. seq.) mandates that each city and county adopt <br />a general plan containing at least eight required “elements”: 1) Land Use, 2) Circulation, 3) <br />Housing, 4) Open Space, 5) Conservation, 6) Safety, 7) Noise, and 8) Environmental Justice or <br />related goals, policies, and objectives integrated in other elements. <br /> <br />The General Plan must address each of the elements specified above and may be adopted in any <br />format deemed appropriate or convenient by the legislative body, including the combining of <br />elements (Government Code Section 65301). This list is not meant to be exhaustive; rather it offers a highlight of major <br />implementation milestones, organized by Element. While some efforts implement multiple <br />Elements, they have been placed under a single heading. <br /> <br />Housing Element <br />In 2024, the City continued to implement the 39 programs in its 2023-2031 Housing Element. <br />Required program activities vary widely in terms of scope, complexity, and impact. Most <br />programs are comprised of multiple related activities, some of which require single actions (e.g., <br />a zoning code update) but many which require sustained and ongoing attention from City staff <br />throughout the entire eight-year Housing Element cycle (e.g., community engagement to <br />preserve at-risk affordable housing).
