Pursuant to State law, the City has <br />separately prepared a Housing Element Annual Progress Report covering calendar year 2024, <br />which provides a detailed summary of implementation actions taken by the City. <br /> <br />Public Safety Element <br />Pursuant to Public Safety Element Goal PS-5, which is to “mitigate against climate change,” and <br />Goal PS-6, which is to “protect built and natural environments from the effects of climate <br />change,” in 2024 the City completed a Sea Level Rise Vulnerability and Adaptation Planning Study <br />that provides a foundation for future work that addresses the City’s vulnerability to sea level rise, <br />prepares for adaptation strategies, advances flood protection, and protects ecosystems and the <br />environment. <br /> <br />Built Environment Element <br />Urban Form & Land Use Chapter <br />The City adopted one minor amendment to the Built Environment Element in 2024, which was <br />effective as of December 25, 2024. This amendment updated the development standards in the <br />Mixed Use Downtown land use classification in order to allow a major commercial development <br />in Downtown Redwood City. <br /> <br />Infrastructure Chapter <br />Pursuant to Goal BE-41 in the Built Environment Element, which is to “provide safe and reliable <br />potable and recycled water storage and distribution systems that will meet current and future <br />needs,” the City continued the process to develop a Recycled Water Master Plan, which is a <br />comprehensive plan to support rate studies, prioritize improvements to the recycled water <br />system, and identify a cost-effective, phased approach to expansion. A draft of the Recycled <br />Water Master Plan is currently undergoing environmental review and adoption of the Plan is <br />anticipated in 2026. <br /> <br />Circulation Chapter <br />In 2024, the City completed several initiatives and projects to improve pedestrian and bicycle <br />safety that implement Policies BE-25.1, BE-25.5, BE-26.4, and BE-25.6 of the Circulation Chapter <br />of the Built Environment Element, including: <br />Pedestrian Safety: <br /> Established the 15-mph school speed zone in Redwood City in June 2024 and <br />started the phase 1 implementaƟon with two schools in August 2024. <br /> Completed construcƟon phase for the Roosevelt Avenue Quick-build traffic <br />calming project with focus on pedestrian safety. <br /> Approved the permanent closure of Broadway between Main and Jefferson Streets <br />under the Pedestrian Mall Act. <br /> Completed construcƟon phase of the Redwood Avenue sidewalk improvement <br />project. <br />6.A. - Page 47 of 52 <br />56
