Staff conducted market research to identify replacement vehicles that would achieve these <br />goals. This purchase will allow the City to replace end-of-life equipment with comparable hybrid <br />alternatives where possible, supporting the City’s initiative to reduce greenhouse gas emissions. <br />On January 31, 2025, staff issued a Notice Inviting Bids (NIB), published on the City’s website and in the <br />San Mateo Daily Journal. Staff also notified four prospective bidders of the NIB, and one bid was received <br />by the February 18, 2025 bid submission deadline. The bids received are summarized below. <br />Bidder Total Bid Price <br />J E H Enterprises, Inc. dba San Francisco Toyota <br />(“San Francisco Toyota”)$283,182.72* <br />*Bid adjusted to reflect accurate sales tax <br />As shown above, San Francisco Toyota is the lowest responsive and responsible bidder. Staff recommends <br />the City Council approve and authorize the City Manager or their designee to execute the purchase of five <br />Toyota Prius LE, two Toyota RAV4 LE, and one Toyota Sienna LE from San Francisco Toyota in the amount <br />of $283,182.72 to replace end of life equipment and further the City’s EVFirst! Policy. <br />FISCAL IMPACT <br />Funds of $283,182.72 are available in the FY2024-25 Equipment Services Fund. This amount will <br />subsequently be recovered in future years from the user department's operating budget through vehicle <br />replacement charges. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />6.L. - Page 2 of 17 <br />558
