Page 1 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: March 10, 2025 <br />SUBJECT <br />Award a one-year agreement for the On-Call Concrete or Asphalt Repair and Replacement Project to Bay <br />Area Paving Co. in an amount not to exceed $800,000 to support the as-needed replacement of concrete <br />sidewalks and asphalt pavement in the City’s right of way <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the contract documents and award the <br />standard form contract for the On-Call Concrete or Asphalt Repair and Replacement Project to Bay Area <br />Paving Co. through 2026 in an amount not to exceed $800,000. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />The City of Redwood City (City) routinely enters into construction agreements with contractors to perform <br />Public Works Projects. The Public Works Services (PWS) Department is responsible for administering the <br />City’s Cost-Share Sidewalk Replacement Program and replacing asphalt in the City’s right-of-way following <br />utility trench repairs. These types of projects are considered Public Works Projects per the City’s Municipal <br />Code but are smaller in scale and require contractors to perform specific kinds of repetitive work. <br />Given the recurring nature of this work, having a contractor capable of performing tasks on an as-needed <br />basis, allows the City to meet its obligations in the most cost-effective and time-efficient manner. Section <br />2.64 of Article VII in Chapter 2 of the City’s Municipal Code authorizes formal and informal procurement <br />of on-call construction work with specific guidelines based on the projected value of the contract. On <br />January 17, 2025, staff issued a Notice Inviting Bids (NIB) that was published in the San Mateo Daily Journal <br />and posted on the City’s website.
