Adopt a resolution amending the Summary of Compensation and Terms of Employment for the <br />Executive Management Employee Group effective March 10, 2025; and <br />2. By motion, approve City of Redwood City Compensation Philosophy and Guidelines, and authorize the <br />City Manager to make minor, clarifying, and confirming changes with the concurrence of the City <br />Attorney. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />Due to the dynamic nature of providing services to the community and serving the organization and as <br />service needs and operations evolve over time, City staff review the organization to recommend changes <br />in support of the City’s Strategic Plan and to improve service delivery. <br />The City strives to maintain a compensation structure that provides salaries and benefits that are <br />competitive within the labor market to attract and retain highly qualified employees. When considering <br />changes to compensation, the city takes into account factors such as the cost-of-living, recruitment and <br />retention goals, and compensation survey data from comparable Bay Area cities, as well as the current <br />financial condition of the City and any anticipated fiscal challenges. <br />8.A. - Page 1 of 34 <br />596
