Page 2 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />ANALYSIS <br />SUMMARY OF COMPENSATION AND TERMS OF EMPLOYMENT FOR EXECUTIVE MANAGEMENT GROUP: <br />A Summary of Compensation and Terms of Employment for the Executive Management Employee Group <br />addressing topics of concern to both Executive Management employees and the City was approved by <br />City Council November 25, 2024, that included changes to salary, pension cost share, vacation leave <br />balance at time of hire for lateral new hires, bereavement leave, reimbursements/allowances, and <br />relocation assistance for specified classifications. At this time, the Summary before the City Council <br />provides for amending language in relation to sick leave usage and annual sick leave cash out, and the <br />addition of Bilingual Premium for those in the classifications of Fire Chief, Police Chief, and Police Captain <br />as summarized below: <br />SICK LEAVE USAGE/CASH OUT: <br />Add language effective January 1, 2025, listing what sick leave can be used for as provided in Government <br />Code Section 12945.8, and amending annual sick leave cash out language to reflect that an irrevocable <br />election must be submitted by December 31st instead of the December 1st date currently listed. <br />BILINGUAL PAY: <br />Effective March 10, 2025, the Police Chief, Fire Chief and Police Captains will be eligible for bilingual pay <br />as follows: <br />Proficiency Level - Employees with proficient bilingual skills who are routinely and consistently assigned <br />to positions requiring communication in Spanish, Mandarin, Cantonese, Korean, or American Sign <br />Language are eligible to receive a pay differential of two and one-half percent (2.5%) of top step base pay <br />for Police Officer (P700) for the use of these skills in job duties arising during the normal course of work. <br />To receive the Proficiency Level of Bilingual Premium Pay, the employee is required to receive advance <br />City Manager approval, be proficient in a listed eligible language, and successfully pass a proficiency <br />examination as determined by the Personnel Officer. Employees may be subject to recertification no more <br />than once every three (3) years. <br />Advanced Level - Employees with advanced bilingual skills who are routinely and consistently assigned to <br />positions requiring communication in Spanish, Mandarin, Cantonese, Korean, or American Sign Language <br />are eligible to receive a pay differential of five percent (5%) of top step base pay for Police Officer (P700) <br />for the use of these advanced skills in job duties arising during the normal course of work. <br />To receive the Advanced Level of Bilingual Premium Pay, the employee is required to receive advance City <br />Manager approval, be fluent in a listed eligible language, and successfully pass a fluency examination as <br />determined by the Personnel Officer. Employees may be subject to recertification no more than once <br />every three (3) years. <br />Employees who accept the Advanced Level of Bilingual Premium Pay will be required, when called upon, <br />to translate citywide, be a spokesperson for the department when bilingual communications between the <br />press and the department are needed, and as circumstances may require, assist in liaison efforts to <br />8.A. - Page 2 of 34 <br />597
