This requires <br />a highly skilled and competent workforce, able to adapt to evolving community needs. To attract and <br />retain this workforce, the City’s compensation philosophy enables the City to compete effectively in the <br />labor market with compensation that is competitive in the region and maintains internal equity. This <br />philosophy is informed by the following guiding principles: <br />• Fair compensation to employees; <br />• Competitive compensation, generally construed as being within three percent of median for the <br />majority of employees in the bargaining group, in order to attract high quality applicants; <br />• Comparability to other agencies; <br />• Fiscal sustainability by having on-going expenditures supported by on-going revenue; <br />• Consistency across the workforce and ease of administration; <br />• Balance with competing demands on public resources; and <br />• Compliance with local, state, and federal law. <br />The City’s compensation philosophy acknowledges appropriate comparisons with identified cities within <br />the San Francisco Bay Area labor market. The philosophy embraces a total compensation (salary and <br />benefits) approach of market pricing in establishing compensation. <br /> <br />Labor Market Comparators <br />The City’s objective is to remain competitive with the relative labor market. Identified Labor Market <br />Comparators represent a broad selection of the City’s market competition for qualified applicants. Certain <br />Memoranda of Understanding (MOU) with the City’s bargaining units list public sector agencies identified <br />as comparators. <br />For non-represented employees and represented employees who do not have comparator agencies listed <br />in their MOU, the City uses the following agencies as its Labor Market Comparators.
