Components of compensation to be surveyed are listed in the <br />various MOUs with the City’s bargaining units. For non-represented employees and represented <br />employees who do not have survey compensation components listed in their MOU, total compensation <br />includes: <br /> <br />• Top step base salary <br />• Employee contributions toward employer payments for CalPERS pension <br />• Employer contributions to deferred compensation plan <br />• Employer contributions toward health and welfare benefits, including medical, dental, vision, <br />and disability insurance, and any other health benefit that requires a City contribution <br />• Employer contributions toward post-employment benefits offered to retirees or other non- <br />active employees <br />• Educational incentives and tuition reimbursement programs <br />• Employer contributions to Social Security <br />• Employer contributions to active and post-employment savings accounts (i.e. flexible <br />spending accounts, health savings accounts). <br />• Management leave, Non-Accrued Vacation Leave (NAVL), in lieu, or similar paid leave. <br /> <br />Compensation Setting <br />The City’s compensation setting strategy considers the following factors. <br />• Labor Market Placement <br />Primarily defined by how the City’s total compensation compares to the median of total <br />compensation for employees considered new members under the California Public <br />Employees’ Pension Reform Act (PEPRA) of the key Labor Market Comparators. <br /> <br />• Financial Sustainability <br />This includes the City’s financial condition as reflected throughout the City’s budget and <br />financial forecast, competing service priorities, maintenance needs, capital improvement and <br />other asset requirements, fund reserve levels, and revenue projections prior to implementing <br />changes in compensation.
