12294171.1 RE180-036
Salary adjustments and new salaries are also evaluated against related classifications within
the City to ensure fair pay for classifications performing comparable duties, requiring a similar
level of skill, knowledge, ability, and judgment. Typically, to establish internal equity, the
salary of the other classifications in the series, if applicable, are reviewed.

• Other Relevant Factors
This may include unforeseen economic changes, natural disasters, states of emergencies,
changes in the City services, administrative feasibility, consistency across the workforce, and
changes in regulatory or legal requirements.

Timing of Salary Adjustments
Across-the-board salary increases are generally provided only pursuant to contract negotiations for
represented classes. In order to maintain a reliable payroll, the City has a strong interest in avoiding
retroactive salary increases in light of the potential for time delays and errors associated with the required
manual processing of these changes.
Equity adjustments are generally limited to classifications that are both significantly behind comparator
data and for which the City is experiencing significant recruitment and retention problems.

The City acknowledges that pay and benefits for represented employees are subject to the collective
bargaining process and nothing in this policy will infringe on the City’s duty to bargain in good faith.
8.A. - Page 34 of 34
629
