Page 3 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />ANALYSIS <br />On April 10, 2024, Phase 2 of the Emergency Veterans Sanitary Sewer Repair and Replacement Project <br />went out to bid. The scope of work was to replace the south sanitary sewer main along Veterans Boulevard <br />between Chestnut Street and Hansen Way. <br />On May 1, 2024, the bid opening for Phase 2 was held virtually. Six bids were received by the May 1, 2024 <br />deadline. The low bid of $582,000, submitted by VNH Builders, was determined to be unresponsive. The <br />bid package submitted by VNH Builders failed to meet surety and insurer requirements and understated <br />the cost of some bid items, violating contract specifications. Engineering and Transportation staff notified <br />VNH Builders of City staff’s intent to recommend that the City Council reject VNH Builder’s bid as non- <br />responsive. The second responsive and responsible low bid, submitted by SubTerra Construction, was <br />given the Notice of Intent to Award for Construction for the 2024 Veterans Boulevard Sanitary Sewer <br />Repairs and Replacement Project (Phase 2) on May 15, 2024. On June 10, 2024, the City Council awarded <br />the contract to SubTerra Construction, Inc. for their responsive and responsible low bid of $706,500. <br />Further sinkholes discovered along the north line led Engineering and Transportation Staff to request <br />additional emergency repair authorization for that line. On May 30, 2024, Engineering staff requested <br />authorization by the City Manager for the additional emergency work on the north line. This work would <br />replace 750 linear feet of sanitary sewer main and construct a new bypass to divert flows from the north <br />line to the south line, as shown in Figure 1. The diversion line would prevent further deterioration of the <br />north line adjacent to existing building foundations, prevent replacement and maintenance challenges, <br />and allow for Phase 3 abandonment of the existing north line between Hansen way to Walnut Street. Staff <br />determined that amending the existing agreement with the awarded Phase 2 contractor for this adjacent <br />emergency work would provide cost savings and time efficiency. The additional work was approved by <br />the City Manager’s Office on June 3, 2024.
