Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Local measure, or State proposition, State or Federal legislation, or grassroots advocacy actions, while <br />identifying they are expressing individual perspectives rather than speaking for the City Council or City. <br />The Governance Sub-Committee (Mayor Martinez Saballos, Vice Mayor Eakin, and Councilmember Gee) <br />reviewed the draft Legislative Platform on February 12, 2025, and recommended changes as listed in the <br />staff report. The proposed Legislative Platform included as Attachment A shows tracked changes <br />indicating updates from the prior Platform adopted on May 22, 2023. <br />In the year ahead, the Governance Sub-Committee will also consider how potential regional <br />transportation-related tax measures may affect Redwood City residents, and the alignment between the <br />State of California and federal policy initiatives. <br />ANALYSIS <br />The proposed modifications to the City’s Legislative Platform are based on guidance from the City’s <br />Executive Team and CPPG, along with feedback from the Governance Sub-Committee throughout the last <br />legislative session and on February 12. <br />In addition to non-substantive updates, the Governance Sub-Committee recommends the following <br />amendments to the Legislative Platform: <br />Housing and Homelessness <br />Addition of the following position statements: <br />Review and evaluate ballot measures that would authorize public agencies within San Mateo County, <br />under Article 34, to annually develop, construct, or acquire housing units for low-income persons. <br />Support legislative efforts that provide increased funding and policy incentives for Prohousing <br />certified jurisdictions up to and including exemptions from legislation that diverts staff time and finite <br />resources away from furthering our housing production goals. <br />Oppose legislation that removes the City’s ability to collect or places arbitrary caps on fees associated <br />with housing development at all income levels. <br />Support legislation that streamlines the City’s housing element process by establishing clear <br />guidelines and timelines for the Airport Land Use Commission’s review. <br />Transportation <br />Addition of the following position statements: <br />Advocate for legislative and/or funding mechanisms that will support the Redwood City ferry and <br />terminal project. <br />Oppose legislation that shifts traffic onto local streets and roads without providing adequate state <br />funding to address the resulting effects. <br />6.D. - Page 2 of 11 <br />86
