Learn why this is important <br />In the upcoming review of the alternatives for Redwood Life Bio, staff has intentionally ignored the <br />most logical and responsible alternative; Retain the existing Westport Plan. Under the existing plan <br />the owner can still modernize and remodel to meet industry needs. <br /> <br />The Westport Specific Plan is a regulatory document “intended to establish land use regulations and <br />specific criteria for infrastructure, buildings and open space.” This legally adopted plan cannot be <br />dismissed without required legislative actions, which mandate a legal public notification and review <br />process. (Final Westport Specific Plan, pg. 2) <br /> <br />The General Plan does not override this currently in-force specific plan. Changes to the General Plan <br />require consideration of environmental impacts, and this project has many: <br />A massive intensification, tripled from 980,000 to as much as 3.3 million square feet, in an <br />area lacking the infrastructure and transit prioritized by the General Plan, <br />Buildings as much as 120 feet tall on an unstable former landfill and liquifiable bay mud, <br />Direct environmental impacts to the adjacent Redwood Shores Ecological Reserve, <br />Potential breach of the landfill's protective clay cap, <br />Critical flooding and sea level rise concerns left unaddressed. <br /> <br />Cart before the horse: You can’t proceed with the project until the Specific Plan is legally updated, <br />and you can’t do that without the State mandated Environmental Impact Report. So, it is improper <br />to continue with alternatives for the project when you have not legally determined if the site is <br />consistent with environmental and land-use standards. <br /> <br />Respectfully, <br />Kristin Mercer <br />
