Learn why this is important <br />Dear City Councilmembers, <br />An unheard majority of shores residents oppose intensified development of this former dump. <br />This is not paranoia: the California Department of Toxic Substances Control (DTSC) has studied SLR <br />(sea level rise) and acknowledged increasing risk of rising groundwater: <br />Sea Level Rise may adversely affect public health and degrade the environment because it can significantly <br />alter hydraulic, geologic, hydrogeologic, and chemical conditions of contaminated sites, and increase threat <br />of release of hazardous contaminants in surface water, ground water, air, soil, and sediment. <br />https://dtsc.ca.gov/climate-change/ <br /> <br />DTSC has issued Sea Level Rise Guidance, in which they call for an assessment and adaption plan for <br />every toxic site. And the State Legislature is currently considering AB 1102 to implement these <br />recommendations. The bill mandates : <br /> (a) A complete a sea level rise and groundwater rise risk assessment as part of the application to a public <br />agency if the proposed development will be within 1,000 feet of a contaminated site. <br /> <br />When it was capped, this dump was excavated 10 feet down into the bay mud, so it’s already below <br />sea level. And it’s a mere 100 feet from an ecological wildlife preserve and bay waters. It’s already <br />leaching toxins, as proven by the hundreds of gallons of leachate already siphoned from the site <br />daily. Already the State has issued citations for gerry-rigged methane vents. Tripling the weight on <br />this already compromised dump, building 120-foot towers, and penetrating the cap with hundreds <br />of new borings, has to multiply the risks. <br /> <br />To ignore known risks is an irresponsible gamble with the health and safety of future RWC residents <br />and our bay. Please don’t become that official. Please delay any choice of study alternatives until you <br />hear the full scope of potential environmental impacts. <br /> <br />Kristin Mercer <br />
