<br /> <br /> <br />6 <br />o Minimum and Maximum Setbacks: As currently proposed, the building does <br />not meet the maximum setback along James Avenue (10’-0”) due to the creek <br />on the Commercial Component site as well as maximum setback along <br />Franklin Street (10’-0”) due to the location of the open space plaza. <br />o Frontage Requirements: The DTPP requires 75% of building frontage along <br />El Camino Real and 90% building frontage along the other streets; however, <br />the project design is currently not able to meet this requirement due to the creek <br />and open space plaza. <br />• Step Down Zone Exception <br />o The DTPP specifies that a building along El Camino Real is limited to a 4- <br />story, 48’-0” zone and a 20’-0” stepback for the upper stories of the building <br />(8-story zone total). Certain portions of the upper floors of the proposed <br />building encroach into the 20’-0”, ranging from 8’-4” to 9’-6”. <br />(Communication with William Chui, Senior Planner, City of Redwood City, April 22, <br />2024) <br />The Commercial Component’s building heights would meet the DTPP 92’-0” maximum <br />allowable building height as measured to the top of eave but would measure 115’-0” to the <br />rooftop mechanical screening and 118’-6” to the elevator overrun. The DTPP establishes <br />a maximum permitted height in this zone of 92’-0” with an additional 10’-0” allowed for <br />structures above the roof line (e.g. mechanical equipment, elevator enclosures) (Plan Sheet <br />A3.01, A3.02, A3.03, and A3.04,8/5/24). The Commercial Component is seeking a <br />Planned Development Permit to allow structures above the roof line to exceed 10’-0”. <br />The Commercial component would be designed in a modern approach to the Mediterranean <br />architectural style, characterized by terra-cotta rainscreen panels and canopies, a glass <br />curtain wall, and dark metal trim. The roof would utilize metal panels and a mansard roof <br />(Plan Sheets A4.01, A4.02, A4.03, A4.04, A4.05, A4.06, A4.07, A4.08, A4.09, and <br />A4.10,8/5/24; City of Redwood City, “Architectural Advisory Committee, Staff Report, <br />901 El Camino Real and 920 Shasta Street,” May 2, 2024, p. 7). <br />The DTPP Guidelines provide guidance for new development in terms of aesthetics and <br />other considerations such as district character or design details, to ensure continuity of the <br />character of the City’s Downtown. Conformance to the Guidelines is recommended but is <br />not mandatory. The Commercial Component includes nine applicant-requested DTPP <br />Guideline deviations summarized below: <br />(1) Primary Exterior Material: The DTPP Guideline is stucco. The proposed design is <br />terra-cotta panel. <br />(2) Roof Design: The DTPP Guideline is hipped/gabled roofs. The proposed roof design <br />is mansard. <br /> (3) Roof Material: The DTPP Guideline is tile. The proposed roof material is metal panels. <br />(4) Base Cap: The Mediterranean architectural style recommendations suggest that caps <br />shall be simple horizontal belt courses or a cornice. The proposed base cap is terra-cotta <br />panel aligned vertically. <br />(5) Middle Cap: The Mediterranean architectural style recommendations suggest that caps <br />shall be simple horizontal belt courses or a cornice. The proposed middle cap is dark <br />spandrel glass with metal horizontal fins. <br />(6) Middle (Windows): The Mediterranean architectural style recommendations suggest <br />that window style should feature a prominent but simple sill and lintel.
