<br /> <br /> <br />5 <br />proposed project would extend Franklin Street beyond the adjacent Sequoia Station <br />(“Franklin Street Extension”). The City and applicant will exchange the right of way in <br />California Street for the new right of way underlying the Franklin Street Extension. The <br />unnamed creek at Little River Park, presumably a tributary to the historical Arroyo Ojo de <br />Agua, is a flood control channel that is currently daylighted in an earthen channel, with <br />portions of the creek both upstream and downstream of the subject site culverted. The <br />Commercial Component would cover portions of that creek and re-align and daylight the <br />existing underground portion of the creek underneath California Street and the 947 El <br />Camino Real parcel. The relocated earthen creek channel would provide restored on-site <br />habitat. Downstream of the subject site, the creek channel would be converted to an <br />underground storm drain. Upstream of the subject site, the creek would be shifted to flow <br />parallel to James Avenue and daylighted, with existing developed and landscaped uplands <br />restored to provide creek ecosystem habitat (H.T. Harvey & Associates, “901 El Camino <br />Real Project On-Site Habitat Mitigation and Monitoring Plan,” May 14, 2024, pp. 6-7). <br />This would result in expanded creek open space/habitat (total open space area = <br />approximately 0.23 acre, or 10,151 SF). Various property lines and public access and <br />utility easements would need to be vacated, and a new street dedication would be needed <br />to create the proposed Franklin Street extension. (Plan Sheets C3.0, C4.0, C5.0, C6.0, C7.0, <br />C8.0, and C9.0,8/12/24). <br />This component would provide a total of approximately 513 vehicle parking spaces (309 <br />self-parking spaces and 204 spaces for valet assisted parking), including six Americans <br />with Disabilities Act (ADA) accessible spaces (four spaces on Level B1 and two spaces on <br />Level B2) plus two accessible van stalls (both on Level B2). Of the 309 self-parking spaces, <br />93 would be EV capable, and 62 would be EV charging station spaces (including one ADA <br />accessible, two accessible van, and two ambulatory spaces). Twenty-five indoor <br />motorcycle parking spaces also would be provided. Vehicle access to parking would be <br />from a driveway on Winklebleck Street at California Street. (Plan Sheets G3.01 and <br />A2.01,8/5/24; Plan Sheet C7.0,8/12/24) <br />Bike parking for up to approximately 164 bicycles would be provided in an onsite bicycle <br />storage area on the first floor, including 132 long-term spaces and 32 short-term spaces <br />(Plan Sheets G3.01 and A2.01,8/5/24). This component would also provide outdoor public <br />bike racks on the sidewalk along the proposed Franklin Street extension near the Teen <br />Center/multi-purpose space as well as in Chrysanthemum Plaza, and along El Camino Real <br />near the proposed SamTrans bus shelter/bus stop/bus pad (Plan Sheet L1.01, 6/11/24). <br />The DTPP requires developments to comply with all Standards specified therein, with <br />limited exceptions. DTPP Section 2.0.1 allows for an Open Space Exception to Standards <br />(DTPP Section 2.0.1(g)(a)) for sites on the DTPP Potential Public Open Space Map (DTPP <br />Section 3.2.1) and allows for a Creek or Stormwater Exceptions to Standards (DTPP <br />Section 2.0.1(g)(b)) for sites constrained by creek or stormwater features as intended on <br />the DTPP Potential Public Open Space Map. The 901 El Camino Real Commercial <br />Component site is identified on the DTPP Potential Public Open Space Map as a site where <br />potential open space would be offered on Private Property (specifically, the Commercial <br />Component would provide Chrysanthemum Plaza with a public access easement as open <br />space) and as a site that is physically constrained by Creeks & Storm Drain (the <br />Commercial Component site is physically constrained by Little River Creek). As such, the <br />Commercial Component includes exceptions to the following two standards categories: <br />Building Placement (DTPP Section 2.0.1.(g)(d)(i)) and Step Down Zone ((DTPP Section <br />2.0.1.(g)(d)(iii)).
