R&D/Laboratory use would be governed by Biosafety Levels, or BSLs. <br />According to the Centers for Disease Control and Prevention (CDC), biosafety is the <br />application of safety precautions that reduce a laboratory or lab worker’s risk of exposure <br />to potentially infectious microbes and limit contamination of the work environment and <br />community. There are four BSLs (BSL-1 through BSL-4). Each biosafety level builds on <br />the controls of the level before it. BSL 1 presents the lowest risk of microbes, while BSL- <br />4 represents the highest. <br />Future R&D/Laboratory use at 901 El Camino Real would be restricted to BSL-1 and BSL- <br />2. In addition, the R&D/Laboratory use would not be permitted on the first floor and would <br />not be permitted on the second floor directly above the teen center/multi-purpose space in <br />accordance with the DTPP requirements. The teen center/multi-purpose space would be <br />accessed directly from the outside through separate entrances from the rest of the building. <br />The teen center/multi-purpose space would be physically separated from the first floor <br />lease space by a full height fire and smoke rated partition and from the second floor through <br />fire rated concrete slab construction. The HVAC system proposed for the teen center/multi- <br />purpose space would be a completely independent system from all others of the building. <br />(Meyers+ Engineers, “901 El Camino Real Teen Center, High School and Life Science <br />Program” memo, January 28, 2025) <br />BSL-1 is a biosafety level designated for working with agents that don’t cause disease in <br />healthy humans (for example, non-pathogenic E. coli) and present minimal potential hazard <br />to laboratory personnel and the environment. BSL-1 represents a basic level of containment <br />that relies on standard, microbiological best practices and procedures with no special <br />primary or secondary barriers, other than a door, a sink for handwashing, and non-porous <br />work surfaces that are cleanable and easy to decontaminate. Biosafety Level 2 (BSL-2) <br />builds upon BSL-1. BSL-2 is suitable for work with agents associated with human disease <br />(for example, the flu) and pose moderate hazards to personnel and the environment. BSL- <br />2 differs from BSL-1 primarily because: 1) laboratory personnel receive specific training <br />in handling pathogenic agents and are supervised by scientists competent in handling <br />infectious agents and associated procedures; 2) access to the laboratory is restricted when <br />work is being conducted; and 3) all procedures in which infectious aerosols or splashes <br />may be created are conducted in Biosafety cabinets (BSCs) or other physical containment <br />equipment.1 If a R&D/Laboratory tenant is identified, then the Redwood City Community <br />Development and Transportation Department, Fire Department, and all required external <br />local, regional, state or federal agencies, shall review and approve or conditionally approve <br />the related safety plans (including the Biosafety Plan, Evacuation Plan, and Medical Waste <br />Management Plan) and compliance with this requirement shall be verified by the Planning <br />Manager/Designee prior to issuance of building permit or Certificate of Occupancy per <br />DTPP Section 2.2.4(E). <br />Other proposed improvements include approximately 15,058 SF of private open space on <br />the Level 7 terrace, an approximately 3,934 SF public open space plaza (“Chrysanthemum <br />Plaza”), and approximately 10,151 SF of passive creek open space (Plan Sheet <br />G2.01,8/5/24). <br />To accommodate the Commercial Component, the applicant is requesting that the portion <br />of California Street that runs through the property be vacated and incorporated into this <br />component’s site. The City has declared this land to be exempt surplus under the Surplus <br />Land Act and the California Department of Housing and Community Development (HCD) <br />has approved this determination.
