Description of Project <br />901 El Camino Real is a proposal to construct a commercial office development in <br />Downtown Redwood City (the “Commercial Component”) and 920 Shasta Street is a <br />proposal to construct an affordable housing development outside of Downtown (the <br />“Housing Component”). The proposed development at the 901 El Camino Real and 920 <br />Shasta Street sites will undergo separate, but potentially concurrent, entitlement <br />consideration and public hearings as they are on different sites and have different applicants <br />and separate applications. However, the projects are related by virtue of the fact that the <br />920 Shasta Street project represents the reasonably foreseeable outcome of 901 El Camino <br />Real achieving compliance with the City’s Affordable Housing Ordinance (Zoning Code <br />Article 29). <br />In accordance with the Affordable Housing Ordinance, the developer for 901 El Camino <br />Real, El Camino Real Holdings JV LLC, proposes to meet their project’s affordable <br />housing requirements through land donation of 920 Shasta Street to Abode Communities, <br />for the construction of affordable units. Because El Camino Real Holdings JV LLC intends <br />to fulfill its affordable housing obligation by this land donation, the projects are related, <br />but the subsequent development of 920 Shasta Street is a separate action being proposed <br />by a separate applicant (Abode Communities). Accordingly, the City considers the two <br />independent and physically separate development sites to be separate projects for <br />entitlement considerations. <br />However, given their interconnection, with respect to environmental review, out of an <br />abundance of caution and in order to fulfill CEQA’s purpose of evaluating “the whole of <br />the action,” a single environmental analysis evaluating the impacts of both projects was <br />prepared. Because a Development Agreement and appropriate conditions of approval <br />require that 901 El Camino Real fulfills its affordable housing requirements by donating <br />the land at 920 Shasta Street for the purposes of constructing affordable housing, and the <br />intended use of the land at 920 Shasta Street is known and being processed concurrently, <br />901 El Camino Real and 920 Shasta Street together constitute “the Project” for purposes <br />of this CEQA evaluation. <br />901 El Camino Real Commercial Component: <br />The commercial applicant proposes to demolish and remove all existing structures and <br />surface parking and construct an approximately 311,860 square-foot (SF) commercial <br />office building with approximately 305,225 SF for life-science research and development <br />(“R&D”) and/or office space, and an approximately 6,450 SF “teen center/multi-purpose <br />space” comprised of six levels plus a roof terrace (on level 7), over three levels of <br />underground parking (Plan Sheets G0.02 and G2.01, 8/5/24; KM-ECR LLC, HGA <br />Architects). <br />The Commercial Component’s site includes the parcels at 901 El Camino Real, 947 El <br />Camino Real, and 999 El Camino Real. These properties are currently occupied by an auto <br />parts store, a former ice cream shop, a Mexican restaurant, and surface parking. <br />Additionally, the project includes a proposed land swap with Peninsula Corridor Joint <br />Powers Board (JPB). It would entail 2529 Broadway (currently being controlled by the <br />project applicant) being swapped with a portion of the existing Transit Center parking lot <br />(owned by JPB) and the Transit Center parking lot would become part of this component’s <br />site. The existing Transit Center parking lot site includes surface parking, Little River Park <br />(0.08-acres), and Arroyo Ojo de Agua, also known as Little River Creek. The Commercial <br />Component’s site also includes a portion of California Street (proposed to be vacated). <br />While no proposed tenants for the 901 El Camino Real project component have been <br />identified, this Commercial Component may be occupied with R&D/Laboratory use at a <br />ATTY/RESO.0028/CC RESO CEQA GUIDLINES (920 SHASTA) - EXHIBIT A <br />REV: 04-22-25 VR <br /> <br />Page 3 of 148
