ATTY/RESO.0029/CC RESO APPROVING ARCHITECTUAL PERMIT, TENTATIVE PARCEL MAP (920 SHASTA) <br />REV: 04-22-25 VR <br />Page 2 of 12 <br />WHEREAS, the Project is eligible for an unlimited density bonus as a 100% <br />affordable housing project in a very low vehicle travel area and has requested 51 density <br />bonus units, up to five concessions, and unlimited waivers; and <br /> <br />WHEREAS, the Project includes a request to exercise its right to seek five <br />concessions to modify the requirements set forth in the MUT Zoning District including <br />front setback, side setback, rear setback, minimum open space, and personal storage <br />requirements because these requirements would be cost prohibitive and potentially <br />reduce the amount of residential units provided. The Project also includes a request for <br />one waiver from Off-Street Parking and Loading Requirements to allow a reduced ratio <br />(74 spaces provided where 100 spaces are required) to allow the Project to physically <br />accommodate the density proposed; and <br /> <br />WHEREAS, the Project provides sufficient units to account for the replacement of <br />the two units currently rented to low and very low-income households, as required by <br />Government Code Section 65915(c)(3); and <br /> <br />WHEREAS, on May 2, 2024, the Architectural Advisory Committee (“AAC”) of the <br />City of Redwood City held a public hearing to review the building and site design of the <br />Project, and voted 4-0 to recommend approval to the Planning Commission; and <br /> <br />WHEREAS, on June 25, 2018, the City Council of the City of Redwood City <br />adopted Ordinance 1130-375, the Affordable Housing Ordinance, set forth in Article 29 <br />of the Redwood City Zoning Code (the “Ordinance”) the purpose of which is to among <br />others, require developers to mitigate the impact of their developments on the need for <br />affordable housing in the community and to increase the inventory of land suitable and <br />available for residential development Projects to meet the City of Redwood City's (the <br />“City”) regional housing need allocation through land donations; and <br /> <br />WHEREAS, on May 03, 2024, the City Community Development Director <br />published the Affordable Housing Program Guidelines (the “Program Guidelines”), which <br />may be amended from time to time, as the implementation document for the City's <br />Ordinance and provide an overview of the requirements used to mitigate the impact of <br />new development on the need for affordable housing; and <br /> <br />WHEREAS, an “affordable housing plan” is required for any residential or <br />nonresidential development Project that provides affordable units, either on-site or offsite <br />and for Projects applying for any alternative method of compliance under Section 29.8 of <br />the Ordinance. The affordable housing plan for land donations must meet the <br />requirements set forth in the Program Guidelines; and <br /> <br />WHEREAS, under the Ordinance, the City may consider an alternative mitigation <br />program proposed by a developer, such as the provision of off-site affordable units, <br />donation of land for the construction of affordable units consistent with Subsection 29.8(H) <br />and the requirements set forth in the Program Guidelines, purchase of existing units for
