ATTY/RESO.0029/CC RESO APPROVING ARCHITECTUAL PERMIT, TENTATIVE PARCEL MAP (920 SHASTA) <br />REV: 04-22-25 VR <br />Page 3 of 12 <br />conversion to affordable units or alternatives to the Standards for Affordable Housing; <br />and <br /> <br />WHEREAS, as part of a separate but related development project, El Camino Real <br />Holdings JV, a California limited liability company (the “901 El Camino Real Developer”) <br />has submitted an application for development of a project at 901 El Camino Real for a 6- <br />story (92’-0”) mixed-use building consisting of an approximately 305,225 sq. ft. of office <br />with Research and Development, Laboratory uses (R&D, Lab), a 6,450 sq. ft. Teen <br />Center/Multi-Purpose space, a 3,900 (Chrysanthemum Plaza) and a 10,150 sq. ft. <br />passive creek open space (the “901 El Camino Real Project”); and <br /> <br />WHEREAS, as allowed under Subsection 29.8(H) of the Ordinance, the 901 El <br />Camino Real Developer has requested City Council approval for alternative compliance <br />with the Ordinance and to satisfy the requirements of the Ordinance through the donation <br />of the specified real property generally located at 920 Shasta Street and 122 Buckeye <br />Street, in the City of Redwood City (the “Affordable Site”); and <br /> <br />WHEREAS, the 901 El Camino Real Developer is proposing to donate the <br />Affordable Site to Abode Communities, a California nonprofit public benefit corporation, <br />or its permitted successors and assigns (the “Affordable Housing Partner”). The <br />Affordable Housing Partner must be a City approved qualifying designee as defined in <br />the Ordinance and consistent with the requirements set forth in the Program Guidelines; <br />and <br /> <br />WHEREAS, in compliance with Chapter 2, Section I, subsection c of the Program <br />Guidelines, the 901 El Camino Real Developer and Affordable Housing Partner submitted <br />the Affordable Housing Plan dated November 5, 2024 attached as Exhibit B; and <br /> <br />WHEREAS, to effectuate the transfer of the Affordable Site, the 901 El Camino <br />Real Developer and the Affordable Housing Partner are requesting the City’s approval of <br />that certain Affordable Housing Land Donation Agreement, attached as Exhibit C; and <br /> <br />WHEREAS, the Property is currently occupied by two residential tenants and 135 <br />non-residential tenants (self-storage use) and the Applicant is required to relocate the two <br />(2) residential tenants and provide relocation benefits to the 135 non-residential tenants <br />located on the Project site in accordance with local and state laws; and <br /> <br />WHEREAS, the Project’s Shasta Street Homes Project Relocation Plan <br />(“Relocation Plan”), attached hereto as Exhibit D, has been prepared and has been <br />available to the tenants to be displaced since February 28, 2025; and <br /> <br />WHEREAS, the Relocation Plan meets the requirements of local and state law and <br />demonstrates that (i) fair and reasonable relocation payments will be provided to <br />displacees; (ii) displacees will be provided with relocation assistance that is compliant <br />with local and state law; and (iii) comparable replacement dwellings will be available to <br />the residential households to be displaced; and
