ATTY/RESO.0029/CC RESO APPROVING ARCHITECTUAL PERMIT, TENTATIVE PARCEL MAP (920 SHASTA) <br />REV: 04-22-25 VR <br />Page 4 of 12 <br /> <br />WHEREAS, on April 15, 2025, in connection with the 901 El Camino Real Project <br />approvals, the Planning Commission reviewed and voted 5-0 to recommend that the City <br />Council approve a General Plan Amendment, a Downtown Precise Plan Amendment, a <br />Vesting Tentative Parcel Map, a Downtown Planned Community Permit, a Use Permit, <br />and a Planned Development Permit subject to Conditions of Approvals, and a <br />Development Agreement, which includes a Partial Assignment and Assumption <br />Agreement, which transfers the responsibility for creation of the affordable housing units <br />from the 901 El Camino Real Developer to the Affordable Housing Partner, and to <br />approve Abode as the Affordable Housing Partner, the Affordable housing Plan, the land <br />donation, and the Affordable Housing Land Donation Agreement in connection with the <br />920 Shasta Project (collectively referred to as the “901 El Camino Real Project <br />Approvals”); and <br /> <br />WHEREAS, on April 15, 2025, the Planning Commission conducted a duly noticed <br />public hearing, in accordance with all applicable requirements of the State Planning and <br />Zoning Law, the Redwood City Code, and the Redwood City Zoning Ordinance, to review <br />and recommend to the City Council the CEQA Consistency Checklist; Architectural <br />Permit, Vesting Tentative Parcel Map, Density Bonus with associated Concessions and <br />Waiver; Affordable Housing Plan, and Affordable Housing Land Donation Agreement, <br />with Conditions of Approval; and <br /> <br />WHEREAS, after the public hearing, the Planning Commission recommended that <br />the City Council approve the CEQA Consistency Checklist, Architectural Permit, Vesting <br />Tentative Parcel Map, State Density Bonus with associated Concession and Waivers, <br />Affordable Housing Plan, and Affordable Housing Land Donation Agreement, with <br />Conditions of Approval; and <br /> <br />WHEREAS, on April 18, 2025, a public hearing notice of the City Council hearing <br />was mailed to property owners and occupants within a 300 foot radius of the Project site, <br />posted at City Hall and on the City’s website, and published in the San Mateo Daily <br />Journal; and <br /> <br />WHEREAS, on April 28, 2025, the City Council of the City of Redwood City will <br />consider the 901 El Camino Real Project Approvals, and <br /> <br />WHEREAS, on April 28, 2025, the City Council of the City of Redwood City <br />conducted a duly noticed public hearing, in accordance with all applicable requirements <br />of the State Planning and Zoning Law, the Redwood City Code, and the Redwood City <br />Zoning Ordinance, to review and approve the CEQA Consistency Checklist; Architectural <br />Permit, Vesting Tentative Parcel Map, Density Bonus with associated Concession and <br />Waiver, subject to conditions of approval; Affordable Housing Plan, Affordable Housing <br />Land Donation Agreement, and a Relocation Plan; and <br /> <br />WHEREAS, after the public hearing, the City Council considered the staff reports <br />and the application materials, including without limitation, the GPU EIR, CEQA
