<br />Consistency Checklist, Water Supply Assessment, Tentative Parcel Map, and all other
<br />documents, reports, studies, memoranda, maps, oral and written testimony and materials
<br />in the City’s file for the applications and the Project, and all adopted City planning
<br />documents related to the Project and to the property, including the City’s General Plan,
<br />Municipal Code, Zoning Ordinance, and other applicable City laws and regulations, and
<br />all associated and approved and certified environmental documents for the Project
<br />(collectively referred to as the “Record”); and
<br />
<br />WHEREAS, following its deliberation on all of the foregoing, the City Council
<br />determined, by separate Resolution, that pursuant to the CEQA Consistency Checklist,
<br />the Project is within the scope of the Final Environmental Impact Report for its Focused
<br />General Plan Update to the Housing, Built Environment, Public Safety, Building
<br />Community, and Natural Resources & Environmental Justice Elements, State
<br />Clearinghouse No. 2022100449 (“GPU EIR”,), and pursuant to Sections 15168 and
<br />15183 of the CEQA Guidelines, and found no further environmental review is required for
<br />the Project; and
<br />
<br />WHEREAS, the City Council further determined that it desires to approve the
<br />Project by approving the Architectural Permit, Vesting Tentative Parcel Map, Density
<br />Bonus with associated Concessions and Waiver, subject to conditions of approval,
<br />Affordable Housing Plan, Affordable Housing Land Donation Agreement, and a
<br />Relocation Plan; and
<br />
<br />WHEREAS, the City Council has determined that the proposed Project is
<br />consistent with the General Plan goals and Zoning District standards and other applicable
<br />provisions of the Redwood City Municipal Code and Zoning Ordinance, State Density
<br />Bonus Law, and Subdivision Map Act.

<br />NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE
<br />CITY OF REDWOOD CITY AS FOLLOWS:

<br />Section 1. The recitals set forth above are true and correct and are hereby
<br />incorporated herein by this reference as if fully set forth in their entirety.
<br />
<br />Section 2. The City Council, having independently heard, considered, and
<br />weighed all the evidence in the Record, finds that the above recitals are accurate and
<br />constitute findings in this matter and, together with the Project Record, have served as
<br />an adequate and appropriate evidentiary basis for the findings and actions set forth in this
<br />Resolution.

<br />Section 3. CEQA. In the exercise of its independent judgement, based on the facts
<br />and evidence in the Record, the City Council concurrently adopted a Resolution finding
<br />that, pursuant to the CEQA Consistency Checklist, the Project is exempt from further
<br />environmental review pursuant to Public Resources Code Section 21083.3 and CEQA
<br />Guidelines Section 15183, and does not require further environmental review under
<br />CEQA.
