The City Council makes the following <br />findings based on facts and evidence in the Record about the Architectural Permit in <br />conformance with Article 45.4 of the Zoning Code. <br /> <br />a. The existence of sufficient variety in the design of the structure and <br />grounds to avoid monotony in the external appearance. <br /> <br />The proposed building avoids monotony in the external appearance with two <br />distinct primary elevations on Shasta Street and Buckeye Street. The Buckeye <br />Street massing uses a mix of primary materials including standing seam steel, <br />batten siding, dark smooth stucco or fiber cement panel to create variety along <br />the elevation with three distinct massing elements. The ground floor design is <br />further differentiated with glazing, textured concrete, canopies, and the <br />courtyard entry. Portions of the elevation are also set back and angled to break <br />up the massing, while an open pedestrian walkway between the buildings on <br />floors 3-5 provide additional visual interest. <br /> <br />The Shasta Street elevation mainly consists of the standing seam steel <br />material, with the ground floor design using textured concrete, storefront <br />glazing, and wire mesh railing to screen the parking area. While the top floors <br />utilize one primary material, the massing includes projections, recesses, and <br />curves to provide visual interest. While the other elevations may be less visible, <br />the Project would utilize the same materials, design style, and various <br />setbacks, façade plane manipulation, projections and recesses, and material <br />transitions for consistency. <br /> <br />In general, the building is well designed with visual breaks in the length of the <br />structure, massing recesses and bump-outs, and material transitions. The <br />ground floors are also differentiated from the upper floors for pedestrian <br />interest. <br /> <br />b. The size and design of the structure shall be considered for the purpose <br />of determining that the structure is in proportion to its building site and <br />that it has a balance and unity among its external features so as to <br />present a harmonious appearance. <br /> <br />The proposed building meets the maximum height limit in the district and is <br />moderately scaled at 5-stories tall. In addition, the proposed building design <br />style is consistent throughout each elevation, utilizes high quality exterior <br />materials, and has similar window material and styles throughout creating a <br />balance and unity in external features that promote a harmonious appearance. <br /> <br />c. The extent to which the structure conforms to the general character of <br />other structures in the vicinity insofar as the character can be ascertained <br />and is found to be architectural desirable.
