4 <br />22206 920 Shasta <br />Affordable Housing Plan and Density Bonus Request <br />November 5, 2024 <br />critical on-site resident services are complimentary social services that ensure families, seniors and <br />people with special needs can remain stable in their housing and ultimately, work toward self- <br />sufficiency to improve their livelihoods. <br />Abode has developed nearly 50 residential communities with more than 3,000 affordable homes <br />throughout California4; invested, in collaboration with financial partners, some $660 million in <br />economic activity; generated more than $250 million in tax credit financing; and secured more than <br />$120 million in local funding sources for the provision of service-enhanced affordable housing. <br />Abode understands the social, environmental, economic and physical issues often inherent in the <br />process of real estate development. Its experienced and dedicated development team members are <br />experts in the execution of development activities including identifying and acquiring sites, securing <br />land use approvals, obtaining financing, overseeing construction activities, and successfully <br />transitioning each development to the organization’s property management team. Abode <br />Communities’ comprehensive, sustainable development plans result in vibrant communities that are <br />operated as affordable housing in perpetuity for the benefit of residents and community members <br />alike. <br />In addition to the production of affordable housing, Abode Communities has the unique capacity to <br />provide expert turn-key development services for affordable housing owners that require technical <br />assistance. These services, which ensure delivery of high-quality affordable housing, include, and are <br />not limited to creating partnerships to deliver access to competitive capital financing; performing <br />feasibility studies; cost estimating; and providing concept-to-completion project management. <br />In addition to affordable housing development and technical assistance, Abode recognizes that its <br />permanently affordable housing is a stabilizing force in its residents’ lives. In an effort to deliver its <br />high-quality standard of living to each resident and ensure that its homes remain affordable in <br />perpetuity, Abode operates and manages its own housing portfolio. Its portfolio management experts <br />ensure that each property is financially solvent, complies with legal and regulatory requirements, and <br />remains a viable real estate asset by monitoring each property’s financial, operational and physical <br />performance, and identifying opportunities for recapitalization and/or repositioning. <br />Abode Communities meets all of the criteria as a Qualifying Designee as outlined above. <br />Further Qualifying Designee, Abode Communities certifies that it does not have a record of defaults, a <br />record of systemic or procedural maintenance problems, housing or building code violations, or a <br />history of substantiated fair housing complaints at properties it owns and/or operates, directly or <br />through affiliated entities. A copy of Abode Communities Litigation and Uniform Commercial Code <br />“UCC” Filing search dated August 29, 2024 has been submitted to the City. <br />Affordable Housing Site: <br />The property value is $10,000,000 based on an appraisal dated December 23, 2023, which exceeds <br />the required Affordable Housing Impact Fee amount. <br />4 Developing fifty existing Abode residential communities greatly exceeds the minimum of developing three affordable <br />housing developments.
