<br /> <br /> <br />136 <br />Road and another near the Union Cemetery, although both have since been leveled and built upon (Focused GPU <br />program EIR, p. 4.18-1). A NWIC records search determined no cultural resource studies have been conducted <br />specifically for the Housing Component site. Because the potential for encountering unrecorded Native American <br />resources within the subject site is “moderate to high,” the NWIC recommends as suggested protocols further archival <br />and field study by a qualified archaeologist prior to demolition or other ground disturbance activities on the project <br />component site (NWIC, p. 2). The Housing Component would be required to comply with the following Focused GPU <br />program EIR mitigation measures: Mitigation Measure TCR-2a regarding encountering human remains during <br />ground-disturbing activities and Mitigation Measure TCR-2b regarding construction crews training for identifying <br />federal or state-eligible cultural resources (similar to Mitigation Measure TCR-1b noted previously). <br /> As discussed earlier in item V, Cultural Resources, of this checklist, the proposed Housing Component would not <br />cause a potentially significant impact to any known (recorded) archaeological or cultural resources in the vicinity of <br />the subject site. Project compliance with Mitigation Measure TCR-2(a) and (b) would ensure that impacts related to <br />the Housing Component on tribal cultural resources would be less-than-significant and shall be required as a condition <br />of approval for the Housing Component. No new or more severe impacts are anticipated than what was analyzed in <br />the Focused GPU EIR, and there is no new information of substantial importance for CEQA purposes. <br />CONCLUSION <br />With regards to the issue area of Tribal Cultural Resources, the following findings can be made: (1) no peculiar impacts <br />to the Housing Component or its site have been identified, (2) there are no potentially significant effects or off-site <br />and/or cumulative impacts which were not discussed by the Focused GPU EIR, (3) no substantial new information <br />has been identified which results in an impact which is more severe than anticipated by the Focused GPU EIR, and <br />(4) feasible mitigation measures contained within the Focused GPU EIR would be applied to the Housing Component <br />and render its specific impacts less than significant. For these reasons, the tribal cultural resources impacts of the <br />Housing Component would be consistent with the impacts identified in the Focused GPU EIR and this Housing <br />Component does not require additional environmental review under CEQA Guidelines section 15183. <br /> <br /> <br />ATTY/RESO.0031/CC RESO CEQA GUIDELINES (901 EL CAMINO REAL) <br />REV: 04-22-25 VR <br /> <br />Page 136 of 148
