The DTPP program EIR (pp. 10-15 and 10-16) concluded that development occurring under the DTPP would not <br />necessitate the construction or expansion of water or wastewater treatment facilities. See items (b) and (c) below for <br />further explanation. The DTPP Plan-Wide Amendments program SEIR (pp. 10-25 through 10-30) concurred with the <br />DTPP program EIR conclusion with respect to DTPP development but added additional analysis pertaining to future <br />citywide development and increased need for emergency water storage, inadequacies in water transmission and <br />distribution systems, and potential capacity limitations for wastewater and stormwater collection and conveyance. <br /> The DTPP Plan-Wide Amendments program SEIR found the impacts potentially significant and included new <br />mitigation measures UT-1a, UT-1b, UT-1c, and UT-1d, and UT-2. Mitigation Measure UT-1a addressed emergency <br />water storage, UT-1b addressed water system upgrades, UT-1c addressed sanitary sewer system upgrades, and UT-1d <br />addressed stormwater system upgrades related to potential development under the DTPP Plan-Wide Amendments. <br />Mitigation Measure UT-2 (discussed in more detail in b. below) addressed recycled water infrastructure needs to <br />ensure sufficient water supplies for new development. Mitigation Measures UT-1a through UT-1d and UT-2 also <br />addressed the cumulative utilities and service systems impact of the DTPP Plan-Wide Amendments in combination <br />with future projects Citywide (pp. 10-24 – 10-42; pp. 17-20 – 17-24).
