144
The Housing Component would accommodate refuse and recycling in two enclosed trash rooms, one of which would
be located on Level 2 of the proposed building and the second of which (a collection room) would be located on Level
1 of the building. The trash collection room on Level 1 would be accessible to waste service trucks at street level via
a collection area with a concrete loading pad off Shasta Street (Plan Set, Sheet G302, 10/6/2023). Weekly pick-up of
garbage, compost, and recycling would be provided by the City’s selected local waste service provider (Recology of
San Mateo County). Recology of San Mateo County has provided a will-serve letter for the Housing Component
confirming Recology San Mateo County will provide solid waste service to the Housing Component (Recology of
San Mateo County, 8/9/2023). As a result of the City’s Municipal Code requirements and General Plan policies and
implementation programs pertaining to solid waste, the proposed project component would not generate new or more
severe solid waste impacts beyond those analyzed in the Focused GPU EIR and there is no new information of
substantial importance for CEQA purposes.
e. See item (d) above.
CONCLUSION
With regards to the issue area of Utilities and Service Systems, the following findings can be made: (1) no peculiar
impacts to the Housing Component or its site have been identified, (2) there are no potentially significant effects or
off-site and/or cumulative impacts which were not discussed by the Focused GPU EIR, (3) no substantial new
information has been identified which results in an impact which is more severe than anticipated by the Focused GPU
EIR, and (4) the Focused GPU EIR concluded a less-than-significant impact. Therefore, component-specific impacts
would be less than significant, and no mitigation is required. For these reasons, the utilities and service systems
impacts of the proposed Housing Component would be consistent with the impacts identified in the Focused GPU
EIR, and this component does not require additional environmental review under CEQA Guidelines section 15183.

ATTY/RESO.0031/CC RESO CEQA GUIDELINES (901 EL CAMINO REAL)
REV: 04-22-25 VR
