<br />WHEREAS, the DTPP SEIR programmatically evaluated the potential for
<br />additional office and residential development in the DTPP area to accommodate the
<br />Gatekeeper Projects (one of which was 901 El Camino Real) and additional development
<br />potential in the DTPP, resulting in an additional office development of 1,167,100 square
<br />feet; and
<br />
<br />WHEREAS, CEQA Guidelines Section 15183 provides for streamlined
<br />environmental review for Projects that are consistent with the development density
<br />established by existing zoning, community plan or General Plan Policies for which an
<br />Environmental Impact Report (“EIR”) was certified, except as might be necessary to
<br />examine whether there are Project-specific significant effects which are peculiar to the
<br />project or its site; and
<br />
<br />WHEREAS, CEQA Guidelines Section 15183 specifies that when reviewing a
<br />project that meets the requirements of this section, a public agency shall limit its
<br />examination of environmental effects to those that the agency determines in an
<br />environmental checklist or other analysis; and
<br />
<br />WHEREAS, a CEQA Guidelines Section 15183 Consistency Checklist (“CEQA
<br />Consistency Checklist”), dated April 1, 2025 and attached as Exhibit A and incorporated
<br />herein, was prepared by the City’s Planning Division, which provides substantial evidence
<br />that the Project is within the scope of the DTPP EIR and DTPP SEIR; and
<br />
<br />WHEREAS, on April 15, 2025, the Planning Commission conducted a duly noticed
<br />public hearing, in accordance with all applicable requirements of the State Planning and
<br />Zoning Law, the Redwood City Code, and the Redwood City Zoning Ordinance, to review
<br />and recommend to the City Council the CEQA Consistency Checklist and associated
<br />Project approvals; and
<br />
<br />WHEREAS, after the public hearing, the Planning Commission considered the
<br />staff report and the application materials, including without limitation, the DTPP EIR and
<br />DTPP SEIR, CEQA Consistency Checklist, General Plan Amendment, DTPP
<br />Amendment, Vesting Tentative Parcel Map, Downtown Planned Community Permit, Use
<br />Permit, and Planned Development Permit subject to Conditions of Approval for the
<br />Project, an Affordable Housing Plan, Land Donation Agreement with associated
<br />documentation and agreements, and a Development Agreement, and all other
<br />documents, reports, studies, memoranda, maps, oral and written testimony and materials
<br />in the City’s file for the applications and the Project, and all adopted City planning
<br />documents related to the Project and to the property, including the City’s General Plan,
<br />DTPP, Municipal Code, Zoning Ordinance, and other applicable City laws and
<br />regulations, and all associated and approved and certified environmental documents for
<br />the Project (collectively referred to, together with the Relocation Plan and Water Supply
<br />Assessment as the “Record”); and
<br />
<br />WHEREAS, the Planning Commission determined that the increase of the DTPP
<br />Maximum Allowable Development office capacity via the General Plan and DTPP
