ATTY/RESO.0031/CC RESO CEQA GUIDELINES (901 EL CAMINO REAL) REV: 04-22-25 VR Page 4 of 6 Amendments was previously studied and cleared under the DTPP SEIR and was consistent with and would further the purpose of and appropriately implement the General Plan and DTPP goals, policies, development standards and guidelines, and all other applicable provisions of the Redwood City Municipal Code and Zoning Ordinance; and WHEREAS, following its deliberation on all of the foregoing, the Planning Commission adopted Resolution No. 25-02, determining that the Project is within the scope of the DTPP EIR and DTPP SEIR, and pursuant to Section Nos. 15168 and 15183 of the CEQA Guidelines, recommending that the City Council find no further environmental review is required for the Project; and WHEREAS, the Planning Commission also recommended that the City Council approve the Project by approving the General Plan Amendment, DTPP Amendment, Vesting Tentative Parcel Map, Downtown Planned Community Permit, Use Permit, Planned Development Permit subject to Conditions of Approval, an Affordable Housing Plan, Affordable Housing Partner, Land Donation and Land Donation Agreement, and a Development Agreement; and WHEREAS, on April 28, 2025, the City Council of the City of Redwood City conducted a duly noticed public hearing, in accordance with all applicable requirements of the State Planning and Zoning Law, the Redwood City Code, and the Redwood City Zoning Ordinance, to consider the CEQA Consistency Checklist and Project approvals; and WHEREAS, after the public hearing, the City Council considered the whole of the Record and following its deliberation on all of the forgoing, determined that the Project is within the scope of the DTPP EIR and DTPP SEIR, and pursuant to Sections 15168 and 15183 of the CEQA Guidelines, finds no further environmental review is required for the Project. NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF REDWOOD CITY AS FOLLOWS: Section 1. The recitals set forth above are true and correct and are hereby incorporated herein by this reference as if fully set forth in their entirety. Section 2. The City Council, having independently heard, considered, and weighed all the facts and evidence in the Record, finds that the above recitals are accurate and constitute findings in this matter and, together with the Project Record, have served as an adequate and appropriate evidentiary basis for the findings and actions set forth in this Resolution.
