ATTY/RESO.0032/CC RESO ADOPTING AMENDMENT TO GENERAL PLAN (901 EL CAMINO REAL) <br />REV: 04-22-25 VR <br />Page 4 of 6 <br />WHEREAS, on April 18, 2025, a public notice for the City Council public hearing <br />was mailed to property owners and tenants within a 300-foot radius of the Project site, <br />posted on the City’s website, and published in the San Mateo Daily Journal; and <br /> <br />WHEREAS, on April 28, 2025, the City Council held a duly noticed public hearing <br />as required by state law, Redwood City Zoning Ordinance Section 52.5, and Redwood <br />City Municipal Code Section 18.67, to review and consider the Project and the associated <br />environmental review; and <br /> <br />WHEREAS, following its deliberation on all of the foregoing, the City Council <br />concurrently determined by separate Resolution that pursuant to the CEQA Consistency <br />Checklist, the Project is within the scope of the DTPP EIR and DTPP SEIR, and pursuant <br />to Sections 15168 and 15183 of the CEQA Guidelines, found no further environmental <br />review is required for the Project; and <br /> <br />WHEREAS, after the public hearing, the City Council considered the whole of the <br />Record for the Project and determined that the General Plan Amendments appropriately <br />implement the General Plan and DTPP goals and development standards (as amended) <br />and applicable provisions of the Redwood City Municipal Code and Zoning Ordinance. <br /> <br />NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE <br />CITY OF REDWOOD CITY AS FOLLOWS: <br /> <br />Section 1. The recitals set forth above are true and correct and are hereby <br />incorporated herein by this reference as if fully set forth in their entirety. <br /> <br />Section 2. The City Council, having independently heard, considered, and <br />weighed all the evidence in the Record, finds that the above recitals are accurate and <br />constitute findings in this matter and, together with the Project Record, have served as <br />an adequate and appropriate evidentiary basis for the findings and actions set forth in this <br />Resolution. <br />Section 3. CEQA. In the exercise of its independent judgement, based on the facts <br />and evidence in the Record, the City Council concurrently adopted a Resolution finding <br />that, pursuant to the CEQA Consistency Checklist, the Project is exempt from further <br />environmental review pursuant to Public Resources Code Section 21083.3 and CEQA <br />Guidelines Section 15183, and does not require further environmental review under <br />CEQA. <br /> <br />Section 4. General Plan Amendment Findings. Based on the facts and evidence <br />in the Record, the City Council, in the excise of its independent judgement, finds: <br /> <br />a. The Project General Plan Mixed-Use Downtown Amendments to increase <br />the DTPP Maximum Allowable Development office cap are consistent with the <br />goals and policies of the General Plan (as amended) including but not limited to <br />the General Plan goals, policies and programs listed in the Staff Report prepared <br />for the Project: BC 3.1, BE-1.4, BE-1.7, BE-11.5, BE-11.6, BE-12.1, BE-12.2, BE-
