ATTY/RESO.0034/CC RESO APPROVING PROJECT (901 EL CAMINO REAL) <br />REV: 04-22-25 VR <br />Page 14 of 17 <br />The Project site is located in the DTPP Downtown General Use Zone which <br />conditionally permits Research and Development, Laboratory (R&D, Lab) uses. <br />The DTPP also includes specific DTPP Standards for R&D, Lab to reduce <br />potential impacts and address functionality of lab uses in a downtown urban <br />environment. The DTPP Standards include restrictions for Biosafety Levels (as <br />defined by the U.S. Department of Health and Human Services Centers for <br />Disease Control and National Institute of Health), providing required safety <br />plans with building permit plans, manufacturing and storage of hazardous <br />materials, deliveries, and separation from sensitive receptors uses. The <br />proposed use is fully consistent with the DTPP Standards with a full analysis <br />memorandum linked in the staff report, and is also consistent with Redwood <br />City’s General Plan, Municipal Code, Zoning Ordinance, and applicable <br />subdivision improvement requirements. All future R&D, Lab uses would be <br />subject to the Use Permit, limits to Biosafety Levels 1 and 2, and applicable <br />DTPP Standards. <br /> <br />b. That the proposed use is compatible with surrounding uses. <br /> <br />The proposed use is compatible with surrounding uses as the Project site is <br />located in the DTPP Downtown General Use Zone which conditionally permits <br />R&D, Lab uses and is surrounded by other commercial uses including offices, <br />educational uses, transit, and retail. In addition, the proposed Project includes <br />a Teen Center/Multi-Purpose community space on the ground floor and the <br />R&D, Lab use would not be allowed on the ground floor or over the second- <br />floor footprint of the Teen Center/Multi-Purpose above in compliance with the <br />DTPP Standards. <br /> <br />c. That the use and its associated structure and facilities will not be <br />detrimental to the public health, safety, or welfare of the people and <br />property of Redwood City. <br /> <br />The proposed use will not be detrimental to the public health, safety, or welfare <br />of the people and property of Redwood City as the use meets the required <br />DTPP Standards for a R&D, Lab use. All R&D, Lab uses would be limited to <br />either Biosafety (BSL) levels 1 and 2 as required by the DTPP, BSL 3 and 4 <br />are prohibited. In addition, future tenants and uses would be required to meet <br />Building, Fire, and Health and Safety Codes as well as having an Evacuation <br />Plan, Medical Waste Management Plan, and Biosafety Plan approved by all <br />required agencies including the Redwood City Community Development <br />Department, Fire Department, and Transportation Department plus all federal, <br />state, and regional permitting agencies. <br /> <br />d. That the use and facilities will not adversely affect or conflict with <br />adjacent uses or impede the normal development of surrounding <br />property. <br />
