That adequate public and private facilities such as utilities, landscaping, <br />parking spaces, and traffic circulation measures are or will be provided <br />for the proposed use. <br /> <br />The Project meets all DTPP and City requirements for utilities, landscaping, <br />parking, and traffic circulation. <br /> <br />f. Other findings required to be made in specific zoning districts as set forth <br />in the Zoning Ordinance. <br /> <br />Not applicable. <br /> <br />Section 7. Planned Development Permit. The City Council makes the following <br />findings based on facts and evidence in the Record about the Planned Development <br />Permit in conformance with Article 46.5 of the Zoning Ordinance. <br /> <br />a. Permit Finding. Decisions regarding a Planned Development Permit <br />shall be based upon the purpose statement in this section. The design <br />and construction quality contained in all aspects of the development <br />plan is expected to exceed the quality standards typically required for <br />new developments located in similar zoning districts. <br /> <br />The purpose of the PD Permit is to encourage flexibility of design and <br />development of land in such a manner as to promote its most appropriate <br />use; to encourage the development of innovative projects which incorporate <br />the highest quality architectural solutions, building materials and <br />landscaping concepts; to promote the most functional and aesthetic <br />relationships between building structures, signs, open space and parking <br />areas in residential, commercial and industrial zoning districts; to <br />encourage the development of quality open space and recreational <br />opportunities within projects, including providing for clustered development <br />and increased open space; and to incorporate stormwater treatment <br />provisions in site planning. <br /> <br />The proposed Project meets the purpose of a PD Permit as a building that <br />has high-quality architectural design that utilizes permanent, contemporary <br />exterior materials, providing a massing that is consistent throughout each <br />elevation, and a clustered building and site design that accommodates <br />open space including a ground floor public plaza and a new daylighted <br />passive creek area on the project site. Accordingly, the AAC reviewed the <br />site design and building design including all DTPP Guideline deviations and <br />found the entirety of the project design to be internally consistent, high
