Research and Development, Laboratory Required Plans – The Applicant for all Research & Development, Laboratory uses shall submit to the Community <br />Development Department the following final plans prior to building permit issuance and any subsequent re-occupancy of an existing laboratory space by a new <br />tenant/operator. The following plans must be reviewed and approved by the Redwood City Community Development Department, Fire Department, Engineering <br />Department, and all required external local, regional, state, or federal agencies [COA] <br />[PLANNING]: <br />a. Biosafety Plan in accordance with California Code of Regulations, Title 8, Division 1, <br />Chapter 4, Subchapter 7, Group 16, article 109, Section 51999 (f)(4) <br />b. Evacuation Plan <br />Medical Waste Management Plan accordance with the San Mateo <br />County Medical Waste Program <br />15. Research and Development, Laboratory – All Research and Development, Laboratory <br />operations, including storage, shall be located inside a building to reduce noise, vibration, <br />odor, glare, or dust impacts on the surrounding area or sensitive receptors. The use is also <br />subject to the following to be implemented as part of all future building permit plans [COA] <br />[PLANNING]: <br />a. Emergency generators may be placed outside the building but shall be screened from <br />view and comply with Redwood City’s Noise Ordinance. Any routine testing of <br />emergency generators shall be conducted between the hours of eight (8) a.m. to six <br />(6) p.m. Monday through Friday. <br />b. All building mechanical equipment shall be screened from public view and the <br />materials used to screen shall relate to the building’s design and massing. <br />c. A Research and Development, Laboratory use shall install a Building Automation <br />System (BAS) that is programmed to either dim or turn interior lights off or to lower <br />shades after 9:30 pm to reduce light pollution and glare. <br /> <br />16. Research and Development, Laboratory - For all Research and Development, <br />Laboratory uses involving the manufacturing, use, or storage of hazardous materials, as <br />defined in the California Health and Safety Code, the quantities and types shall be <br />subject to the limitations established by the current California Building Code and Fire <br />Code. The Applicant shall submit a valid permit from the Certified Unified Program Agency (CUPA) prior to the delivery, use, manufacturing, and/or storage of <br />hazardous materials in the building and shall be submitted to the Community Development Department prior to building permit issuance. All subsequent <br />Research and Development, Laboratory uses shall obtain and submit a permit from <br />CUPA to the Redwood City Community Development Department for uses involving the manufacturing, use, or storage of hazardous materials.
