REV: 03-20-25 LF
1.2 Document Review. Review all documents provided by the City necessary to
determine design elements and site constraints to inform subsequent design stages.
The City will provide the following items and/or services, as applicable:
• Access to utility information, as-built drawings and other data currently on file with
the City, as well as City of Redwood City Zero-Emission Fleet Transition Plan.
Consultant shall be responsible to review available plans and/or information and
reproduce at no cost to the City.
•Installation manuals and data sheets for equipment to be installed
• Site layouts and documentation for any planned improvements
• Printing and distribution of bid documents.
• Hosting of project meetings
1.3 Site Feasibility and Cost Analysis Review. Review site feasibility and cost analysis
to confirm level of work required by the site plan and assist the City in considering
costs and trade-offs to confirm the final selected site improvements and equipment
installations. To further evaluate and confirm existing site conditions and electrical
capacity, an additional site assessment may be conducted. Adequate site access
must be coordinated with and approved by the City in advance. Consultant will collect
photos of area(s) and document the location, estimated points-of-connection, site
condition(s); document dimensions of areas for construction, including any existing
damage and/or encumbrances; identify working hours, ingress/egress; and
document work area (including lay-down area and parking).Consultant will develop a
permit matrix assessing the environmental regulatory and permitting requirements for
the Project and conduct a high-level review to determine the potential environmental
permits required for project construction, including the jurisdictional agency,
regulated activity, permit application and application review/permit issuance, permit
fees, and required application inputs. The review will be based on engineering scope
of work, publicly available information such as agency websites, other public online
resources, and Consultant’s in-house information and experience in permitting
similar projects in California. The deliverable will consist of a matrix summarizing
Consultant’s findings.
1.4 Utility Noticing & Coordination. Send preliminary notice to each utility company
affected by proposed improvements. Request plans for any existing improvements,
prior rights information and, if required, estimate and schedule from each utility of any
relocations. Typical load letter applications are based on the Full Load Amps (FLA)
of the equipment to be installed.
1.5 Surveying/Records. Consultant shall conduct or procure a land survey to establish
the basis upon which to build the detailed design drawings. When a site assessment
is performed, research and record existing conditions and proposed improvements
including, but not limited to easements, underground utilities, detailed elevations,
topographic survey, driveways, curb, gutter, path of travel, electrical
ATTY/AGR.2025.050/Black & Veatch (EVSE Consulting and Engineering) (Page 12 of 23)
