Blasted Loud musicbeing played outdoor through outdoor speakers 200 ft away was considered
normal by Sergeants.

2. Regarding habitual barking dogs Sergeant says that's what dogs do, and itis normal for dogs to habitually bark loud. It's ok for owners to leave their petsout in yards barking for hours. Officers rarely show up to the scene a few hourslater, drive by without getting out of their cars and mark the complaint as notfound. They do not even speak or warn the irresponsible pet owners. Police donot want to investigate the barking dogs so they don’t do anything. Police tellus to call the Peninsula Humane Society but Peninsula Humane Society saysRedwood City has not paid them for investigating habitual barking dog’s
complaints so they don’t show up for animal cruelty either where dogs are lefthowling, barking and crying for hours. Lots of owners have multiple barkingdogs and they are left unattended out in yards constantly barking at birds, squirrels and people walking by on sidewalks. This is clearly not normal andhappening because of lack of police enforcement. Redwood city is full ofbarking dogs causing serious noise nuisance which is a concern.

3. Sergeants do not want to handle any noise complaints. They are unawareof citations they can issue such as infraction. They have written no citations forthe last few years. Police claim that the City has taken away theiradministrative rights to write citations and they refuse to give infractions.Instead, they are asking the Residents to file California Penal Code 415 PCcitizen’s arrest as they don’t want to give any citations or warnings for noisenuisance. They want us to move straight to a citizen’s arrest creating a moredangerous situation which could have been resolved by warnings and simplecitations like infraction as the city ordinance states.
Dispatchers place non-emergency callers on very long holds, refuse to connect to anon-duty Commander or share their contacts. Dispatchers have stated to the callers they would notcall the Police for Loud music or Barking dogs which is contradicting what the citysays to do.

Dispatchers harass the caller when they call to check complaint status but it’s not thecaller’s fault, Dispatchers screen the callers and stop dispatching officers anymore forthe same recurring issue. Police Dispatch claims a high call volume, but residents
have to keep calling for the same ongoing and unresolved issues on a recurringbasis.

Police are not enforcing any noise nuisance city codes and ordinances. They are notdoing the job that the city is claiming that they are doing. They say they must witness
the act, and a victim is required but they don’t come for hours, nor do they speak tothe violators, give verbal warnings or citations. Since they don’t warn nor issuecitations such issues are never resolved and are recurring. Police are not responding
