to anonymous calls either making, excuses for the victim to be present when they can
see and hear for themselves the loud music and barking dogs.

Other residents have received threats from Detective Sergeant officers pounding onthe doors of the callers and threatening to issue arrest warrants if callers continuecalling police for these issues hence such issues are going unreported in the fear ofPolice retaliating on callers. Police are instead making the caller feel like the criminal
by drilling them, not trusting the audio/video evidence and making excuses to not citethe violators and do nothing to resolve the issues. Residents feel it's a waste of theirtime and effort to call the Police for noise nuisance as they are condoning misconductand promoting the violators to conduct illegal misconduct behavior. Names of all theSergeants, Officers, Detectives, Dispatchers can be published on request.

City website states to call police for noise nuisance. The City has assigned Police forresidential noise nuisance and barking dogs noise nuisance; Police do not doanything for these issues. City is avoiding designating and paying Peninsula HumaneSociety or any to properly investigate animal noise nuisance which is a known seriousproblem. City does not have an Animal control officer or investigator, has not listedanimal noise nuisance regulations, residential noise regulations, citations, fines andcomplaint process on their website to stop and discourage the irresponsible petowners from allowing noisy pets barking or playing loud music. Other residents have
noticed that Filing code enforcement complaints are useless as the city is notenforcing the residential noise nuisance, animal noise nor animal count issues. Thecode enforcement officers don’t do anything, and such incidents are closed and arecompletely neglected by the city or postponed forever.

Police are not trained on enforcing city noise nuisance ordinances and are completelydisregarding it. Police are going by their own policy and discretion and not doing anyenforcement per the city municipal code and city ordinance. Lieutenant is aware ofthese issues and has not taken any action.

Clearly there is a lack of Supervision, training and Coordination from the City and ahuge disconnect between the City and the Police regarding its city ordinanceenforcement. This is causing a lot of disputes and nuisance in the community'sneighborhoods. Police lack of enforcement is promoting the misconduct andcontinuation of and promoting the violators to keep violating city ordinances, disturbing the peace and quietude of our community.

City expresses written ordinances for namesake and uses Police as an escape toenforce them but Police don’t enforce it causing chaos and nuisance in thecommunity. The City of Redwood City is not enforcing the Noise Nuisance, ismishandling the local noise ordinances and is neglecting the Public Health and Safetycode leaving residents unable to rest and enjoy the peaceful enjoyment of their
property. Per CA State Law Noise Nuisance is a Local jurisdictions responsibility.Redwood City’s Failure to enforce it, the City is violating the CA Public Health andSafety Code Section 46000-46060.
