Approve and authorize the City Manager to execute a 10-year agreement for services not to exceed $1,586,205 with Axon Enterprise, Inc. to purchase and upgrade from Axon's Taser X2 to Taser 10 devices, along with related support, training, and software solutions that integrate with the existing Axon proprietary digital evidence software management system used by the Police Department (requires 5/7 vote). STRATEGIC PLAN GUIDING PRINCIPLE Public Safety BACKGROUND The Police Department has been utilizing Taser Conducted Energy Devices (CEDs) as a critical tool for law enforcement officers to safely de-escalate potentially dangerous encounters while minimizing the need for higher levels of force. In 2018, the department purchased Taser X2 devices from Axon Enterprises, Inc. to equip every sworn officer. These devices have since been instrumental in providing officers with an effective less-lethal force option, helping to reduce injuries to both officers and subjects. However, as technology continues to evolve, the Taser X2 model is now considered outdated and no longer meets current industry standards for less-lethal tools.
