Given these limitations, the department conducted a <br />thorough evaluation of the Taser X2 inventory, including reliability, operational efficiency, and <br />compatibility with modern policing technology. <br />Through this evaluation, staff determined that upgrading to Axon’s latest Conducted Energy Device, the <br />Taser 10, would provide significant benefits to officer safety, operational effectiveness, and training <br />efficiency. Taser 10 offers advanced features, including greater engagement distance, improved accuracy, <br />and enhanced de-escalation tools, making it a more effective and reliable solution for modern policing <br />needs. In addition to improving officer safety, the Taser 10 enhances subject safety by reducing the <br />likelihood of close-quarters physical confrontations and providing officers with more precise, controlled <br />options for resolving high-risk encounters. These improvements support more effective de-escalation <br />strategies, minimizing the potential for injury to both officers and individuals during critical incidents. <br />The Police Department also considered alternatives, including other less-lethal options and <br />manufacturers. However, no other vendor offers a CED with the same level of integration with the <br />department’s existing Axon body-worn cameras, digital evidence management system (Evidence.com), <br />and officer training programs. The Police Department currently uses a range of Axon products and <br />platforms that are fully integrated, including: <br />• Axon body-worn cameras <br />• Axon Docking Stations <br />• Axon Signal Technology <br />• Evidence.com digital evidence management system <br />• Axon’s training and reporting ecosystem <br />As a result, upgrading to the Taser 10 aligns with the department’s commitment to deploying the most <br />effective and technologically advanced tools for ensuring public and officer safety. <br />ANALYSIS <br />The proposed agreement for the Axon Taser 10 Certification Pro Bundle provides the Police Department <br />with the latest generation of Conducted Energy Devices (CEDs), offering advanced technology to enhance <br />officer safety, operational efficiency, and accountability. The Taser 10 system integrates multiple features <br />designed to improve de-escalation, increase accuracy, and reduce the need for lethal force encounters. <br />A summary of key components of the Taser 10 Certification Pro Bundle follow. <br />TASER 10 Energy Device: <br />A multi-deployment device with a detachable magazine capable of holding ten cartridges, eliminating <br />the need for officers to manually reload between discharges, supporting de-escalation strategies and <br />decreasing the need for lethal force encounters. <br />6.B. - Page 2 of 91 <br />19
