The Taser 10 Certification Pro Bundle provides a <br />comprehensive and future-proof solution that aligns with the department’s ongoing commitment to <br />equipping officers with the best tools available to protect the community. In addition to improving <br />operational efficiency, the advanced features of the Taser 10, such as greater range, multi-shot capability, <br />audible and visual deterrents, and integration with virtual reality de-escalation training, support safer and <br />more measured responses to critical incidents. These enhancements promote more effective de- <br />escalation strategies and significantly reduce the likelihood of close-proximity physical confrontations or <br />the need to resort to lethal force, thereby improving safety outcomes for both officers and the individuals <br />they encounter. <br />Per the City’s Purchasing Ordinance, staff recommend the use of the City’s sole source exemption for this <br />contract. Specifically, this contract qualifies for the exemption because of the software’s “compatibility <br />with existing City programs, equipment or systems,” as described in the City’s Purchasing Ordinance. <br />Per Section 2.67.4 (A) of Chapter 2, Article VII in the City’s Municipal Code, Sole Source: A purchase may <br />be made, or contract awarded without a competitive bidding process when there is only one reasonable <br />and practicable source for the required goods, materials, equipment, supplies or support service because <br />of its uniqueness, quality, durability, availability, compatibility with existing City programs, equipment or <br />systems or fitness for a particular use. Such a sole source purchase must be determined to meet these <br />requirements and be recommended for approval by the City Manager and shall be approved only on the <br />affirmative votes of at least five members of the City Council. <br />The Taser 10 devices and associated software are specifically designed to operate within the closed and <br />proprietary infrastructure of Axon products currently in use by the Police Department. This will allow for <br />seamless data transfer, synchronized activation of recording devices, centralized evidence storage, and <br />unified training and reporting tools. <br />Adopting a different CED platform from another vendor would disrupt the current technological <br />infrastructure, result in loss of integration, and potentially require the City to purchase entirely new <br />equipment and software platforms. Additionally, it would necessitate significant retraining of personnel, <br />lead to operational inefficiencies, and compromise the continuity and reliability of key law enforcement <br />systems currently in place. <br />For these reasons, the Axon Taser 10 upgrade is the only available option that maintains full compatibility <br />with existing Axon systems already in use by the Police Department. Therefore, this contract meets the <br />criteria for the sole source exemption under the City’s Purchasing Ordinance and is necessary to preserve <br />system integrity, efficiency, and public safety operations. <br />FISCAL IMPACT <br />The contract will compensate Axon Enterprises, Inc. at a yearly payment of $158,620.47 for all equipment <br />and services starting in June of 2025 and ending in June of 2035. The total amount charged over the length <br />of the contract shall not exceed $1,586,204.29. The Department set aside funds for this project in the <br />FY2024-2025 Approved Budget which we currently have adequate budget and the remainder of the <br />contract will be budgeted in the future years with adequate funding. <br />6.B. - Page 5 of 91 <br />22
