Page 2 of 3 City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org ANALYSIS The following modifications are being proposed to the Police Advisory Committee (PAC): Committee Size Per the original resolution, the PAC currently has eleven seats appointed by the City Council. The PAC is larger than all other Redwood City BCCs, which have seven members or fewer. Typically, the City seeks to recruit at least two qualified applications for every vacancy on BCCs. For the 2025 recruitment, 22 applications were required to meet this threshold. While the City received 14 qualified applications for the PAC in the 2025 recruitment, a larger committee with many seats to fill represents a particular challenge in BCC recruitment. Further, eleven seats do not appear to be necessary to complete the PAC’s business as described by the Council; a smaller number of members supports a more engaged committee. The Governance Sub-Committee considered and recommended reducing the number of seats from eleven to seven. Committee Member Appointment The original resolution and the superseding municipal code provided for Councilmembers to individually appoint seven Committee members to two-year terms and four members appointed by a majority vote of the full City Council to four-year terms. This appointment method diverges from the method used for all other City Council-appointed BCCs. The Governance Sub-Committee considered and recommended that all PAC members be appointed by majority vote of the City Council. Committee Member Service Term Length Committee members currently serve either a two- or four-year term. The PAC’s terms are currently unstaggered, meaning the terms of all members conclude at the same time. The appointment schedule exacerbates the recruitment challenge: every two years, staff recruit for seven appointees (the equivalent of the full membership of other BCCs), and every four years eleven volunteers must be recruited. The Governance Sub-Committee considered and recommended that new terms be established in a manner that will stagger term expiration to ensure continuity on the Committee and streamline recruitment efforts. Additional City Council Direction on April 28, 2025 In addition to approving the staff recommendation regarding the ordinance amendments, the City Council also referred the role of the PAC to the Governance Sub-Committee for discussion at a future date. EQUITY IMPACT STATEMENT Equity was considered in this item through the review of available member data and public input through discussion at a PAC meeting. PAC members raised potential consequences to diversity of thought on the body as a result of shrinking the number of seats. While there is no specific data available to indicate that boards or committees with fewer members are less capable of holding conversations that incorporate a range of perspectives, the City Council may mitigate this risk through careful review of applications and thoughtful appointments that encourage the Committee to expand its thinking. 6.D. - Page 2 of 11 455
