The PAC’s terms are currently <br />unstaggered, meaning the terms of all members conclude at the same time. The appointment schedule <br />amplifies the recruitment challenge: every two years, staff recruit for seven appointees (the equivalent of <br />the full membership of other City committees), and every four years eleven volunteers must be recruited. <br />Because the term cycle for all terms began in 2021, all eleven seats are up for reappointment or <br />replacement in 2025. Lengthening all terms to four years would reduce recruitment burden and support <br />the Committee to do deeper learning and execute more impactful projects. Staggering terms can also help <br />ensure continuity of the Committee’s work across term changes. <br />Staff proposed, and the Governance Sub-Committee is recommending the following strategy to achieve <br />this: <br />In 2025: appoint four members to four-year terms and three members to three-year terms <br />In 2028 and moving forward: appoint all expiring terms to four-year terms to maintain staggering <br />EQUITY IMPACT STATEMENT <br />Equity was considered in this item through the review of available member data and public input through <br />discussion at a Police Advisory Committee meeting. PAC members raised potential consequences to <br />diversity of thought on the body as a result of shrinking the number of seats. While there is no specific <br />data available to indicate that boards or committees with fewer members are less capable of holding <br />conversations that incorporate a range of perspectives, the City Council may mitigate this risk through <br />careful review of applications and thoughtful appointments that encourage the Committee to expand its <br />thinking. <br />FISCAL IMPACT <br />There is no direct fiscal impact associated with this item. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />6.D. - Page 7 of 11 <br />460
