(Dual plumbing allows customers to use recycled water for approved indoor <br />uses such as toilet flushing and trap primers that prevent sewer gases from entering buildings through <br />floor drains.) By 2011, Phase 1 of the recycled water system project was completed, bringing recycled <br />water to Redwood Shores and the Greater Bayfront areas. The City began planning for Phase 2, which <br />would expand the system into Central Redwood City. In 2012, the feasibility study was updated with a <br />new market assessment that identified potential potable water uses that could be converted to recycled <br />water economically and practically. The updated study also mapped out the proposed pipe alignments for <br />Phase 2 of the recycled water system expansion. <br /> <br />In 2016, the City completed Phase 2A of the project, which brought recycled water west of Highway 101 <br />to serve Redwood City’s Downtown area near Kaiser Hospital. In 2019, 2020, and 2022 three critical <br />recycled water pipeline extensions were completed to serve the Stanford in RWC campus, Kaiser Medical <br />Office Building #2, and the Broadway Plaza Project respectively. <br />In 2024, the City completed a draft of the Recycled Water Master Plan, which outlines the development <br />of new recycled water infrastructure for the next 20 years. The draft plan identifies potential new users <br />and recommends capital improvements to expand the system and enhance its reliability. The plan must <br />meet California Environmental Quality Act (CEQA) requirements; once environmental review is complete <br />staff will seek City Council approval of the Recycled Water Master Plan. <br />b. Recycled Water System Expansion <br />The City is proactively designing several major recycled water expansions to enhance the Recycled Water <br />System, in anticipation of the significant development planned for the downtown area. Focusing <br />development downtown advances the City’s climate action, economic development and housing goals. <br />Transportation is the top contributor to greenhouse gas emissions in Redwood City and focusing <br />development downtown, close to transit, helps reduce single-occupancy vehicle trips. To support these <br />goals, the City is designing a new recycled water main located in downtown, which will be essential for <br />upcoming projects. These improvements are part of the core recycled water infrastructure required for <br />future development. The City is also actively pursuing funding and grants to support these much-needed <br />upgrades, reinforcing our commitment to both development and the expanded use of recycled water. <br />The City has several major recycled water extensions under construction to expand the Recycled Water <br />System. Combined, the 1548 Maple Street and Elco Yards (formerly South Main Mixed Use) projects will <br />save approximately seven million gallons of drinking water per year by utilizing recycled water for toilet <br />flushing and irrigation. Additionally, these pipe alignments will enable the City to connect other existing <br />and newly developed properties to recycled water, further reducing demands on the potable water <br />system. <br />Historically, recycled water was used primarily for irrigation. However, in the past ten years the City has <br />worked to expand the recycled water network to include customers that can connect for indoor purposes <br />like toilet flushing and other non-potable services. As more dual-plumbed customers are connected in <br />Central Redwood City, including downtown, there is a growing need for redundant storage and pumping <br />facilities. The draft Recycled Water Master Plan addresses this by proposing a second recycled water <br />storage tank and pump station facility in the Greater Bayfront Area.
