However, future redevelopment <br />will increase wastewater flows and may create new capacity constraints. <br />The Comprehensive Sanitary Sewer Master Plan will support the City’s compliance requirement to <br />prepare a system evaluation, capacity assurance and capital improvements element as part of its Sewer <br />System Management Plan (SSMP). The SSMP addresses the overall management, operation, and <br />maintenance of the sanitary sewer system and is required for all sanitary sewer system agencies under <br />the SWRCB’s Statewide Waste Discharge Requirements General Order for Sanitary Sewer Systems <br />adopted in 2022. <br />b. Sanitary Sewer Collection System Improvements <br />The City is upgrading the sanitary sewer collection system through the ongoing Collection System <br />Replacement Program, which aims to replace approximately 10,000 linear feet of sewer pipes each year <br />and rehabilitate one or two of its 31 sewer pump stations annually. Since much of the system’s <br />infrastructure was constructed prior to 1960, some parts are reaching the end of their expected service <br />life and requiring emergency repairs. Replacement and rehabilitation of the sanitary sewer infrastructure <br />is more cost-effective and less disruptive than continued emergency repairs. Annual closed-circuit <br />television (CCTV) inspections assess the condition and identify significant defects of the sewer pipelines, <br />helping staff prioritize repairs, replacement and rehabilitation before an emergency occurs. However, the <br />CCTV inspection program is limited by time and budget constraints. In addition to CCTV inspections, flow <br />monitoring is used to identify areas of the system that may be vulnerable to inflow and infiltration of <br />groundwater and stormwater. This seepage into the sanitary sewer collection system reduces the <br />system’s capacity to handle wastewater flows. Monitoring flow capacity also helps identify areas of the <br />collection system that may need upgrades to accommodate future development. <br />In addition to annual sanitary sewer improvements, the City is proactively designing essential sanitary <br />sewer improvements in the downtown area to support both current and future development. As part of <br />this effort, we are designing approximately 950 linear feet of sanitary sewer main to replace the existing <br />undersized 48-inch main with a larger 60-inch main. This upgrade is a critical component of the City’s <br />backbone infrastructure, ensuring sufficient capacity not only for the downtown area but for the entire <br />City. These improvements are vital to meeting the growing demand for sanitary sewer services and will <br />support the City’s broader climate action, economic development and housing goals. The City is also <br />actively pursuing funding and grants to support these much-needed upgrades. <br />c. Sanitary Sewer System Budget <br />Perhaps the most significant challenge for the sanitary sewer system is the ongoing reconstruction of the <br />SVCW treatment plant. The City is contractually obligated to pay for roughly half of the expected $900M <br />cost of this reconstruction, and this responsibility was a primary factor for sewer rate increases in the <br />recent past. Table 3 represents the City’s funding for the sanitary sewer system over the past 10 years. <br />The system’s capital budget has remained around 16 percent of the total allocation. <br />9.A. - Page 11 of 20 <br />496
