The County of San <br />Mateo manages five of these, while the Town of Woodside administers the sixth. The agreements allow <br />sewage to flow through the City’s collection system for treatment at SVCW. The City’s sewer conveyance <br />system is primarily gravity flow except for flows coming from the Port of Redwood City, Seaport Boulevard, <br />and Redwood Shores. Due to the flat, near sea level terrain in these areas, 31 sewer pump stations support <br />sewage flows. A majority of the sewer pump stations are located in Redwood Shores. The State Water <br />Resources Control Board (SWRCB) provides regulatory oversight of the sewer collection system. <br />a. Sanitary Sewer Capacity Master Plan and Comprehensive Sanitary Sewer Capacity Master Plan <br />The City’s Sanitary Sewer Capacity Master Plan assesses the capacity of the City’s sanitary sewer system <br />to handle both existing and anticipated future wastewater flows. The Sanitary Sewer Capacity Master Plan <br />was accepted by the City Council in November 2023 to assess pipe capacity deficiencies and consider the <br />proposed development the City has or is expected to approve, particularly in the downtown area. <br />The City is currently developing a Comprehensive Sanitary Sewer Capacity Master Plan (CSSCMP), which <br />will include an assessment of the entire sanitary sewer system’s condition and an analysis of pipe capacity. <br />This assessment will help the City prioritize sanitary sewer replacement/rehabilitation efforts over the <br />next 10 years. The CSSCMP will take into account factors such as the age, material, diameter, field <br />condition assessment, location, and maintenance records of the infrastructure to determine which <br />projects will most effectively reduce risk/consequences of system failure. To prevent stormwater and <br />groundwater from entering the sewer system (a problem known as infiltration and inflow) and to address <br />the structural issues, the City has proactive programs for flow monitoring, sanitary sewer inspection, <br />sanitary sewer rehabilitation and pipe replacement.
