CEQA (California Environmental Quality Act) schedule. One Council Member appreciated
the matrix and he wanted to make it clear that the Council and staff have been extremely
responsive to the input provided by the various stakeholders. There were multiple
comments on the various elements.

Council also discussed the issue of the Master Plan for the Port and how this should be
done by the City and not the Port. Commissioners also weighed in on the various
elements. One Council Member did not get the full General Plan packet. There was some
discussion regarding safety and multi-modal transportation and how the goal should be to
make it safe for those from 8 to 80 years of age.

The Council and the Commissioners discussed their desire to have education be
highlighted throughout the document. Water as a precious resource and especially potable
water was discussed as something that needed to be strongly reiterated in the Plan. One
Council Member found this to be a user friendly document with the much desired sense of
"wow" factor. One Council Member suggested taking advantage of the possibility for cross
referencing. Staff concurred and committed to expanding that aspect of the Plan. Council
and the Commissioners felt that the vignettes were much improved and overall they were
pleased.

The two bodies discussed: focusing on sustainability, undergrounding utilities,
neighborhoods and possible water communities, the downtown and the Bay Area Water
Quality Management Association. The Mayor commented on the issue of the possible jail
downtown and how she would like to form a taskforce of the Council, Planning Commission
and community members to work on the issue and aggressively oppose this and look at
alternatives. She suggested that the taskforce work with and monopolize impacted
stakeholders, including but not limited to the Downtown Business Group, the Chamber of
Commerce and developers. There was Council consensus to create such a taskforce.

Staff explained that the economic development piece will come back to Council sometime
in December when more numbers and indicators are out Inclusionary zoning was also
discussed and there was general consensus for the way this was worded in the Plan.
Council then discussed the issue of public art and how it is mentioned in the General Plan.
One Council Member finds it premature to include it in the General Plan.

Mayor Foust thanked staff and the consultant team for their hard work and how this is an
exciting moment. She acknowledged delays that have impacted the delivery date. She
reiterated that staff worked hard to deliver on time and on budget but there were other
factors such as the Costco project, the Canada College housing, the Cargill site being
bifurcated out of the General Plan, and other issues like measures V and W. Mayor Foust
appreciated the hard work that has gone on and recognized the late Gary Bonte.

Jill Ekas, Planning, Housing and Economic Development Director, went through specific
comments where she needed direction. She also made mention of the Redwood
Creek/Harbor Master Plan and the Seniors section of the Plan. Ms. Ekas methodically
went through items that needed Council clarification. One such item was the issue of the
1 % public art ordinance (BC-73/BC-45). Staff sought Council direction on this issue. Two
Council Members were vocal that they had taken a stand on this already and were not in

JOINT CITY COUNCIL/PLANNING COMMISSION
MEETING MINUTES

NOVEMBER 23, 2009
PAGE 6
