<br />favor. Mayor Foust asked for a show of hands on those who want to exclude the 1 % public <br />art ordinance from the General. Plan. There were five Council Members in favor of <br />excluding it and two (Howard and Pierce) wanting to leave it in the General Plan. The <br />two Council Members opposing its omission from the General Plan explained that while <br />right now it might not be the time this is a multi-decade General Plan and so it might be <br />feasible in the far future. There was one suggestion to include wording such as: "consider <br />a public art program..." but ultimately there was no consensus. Staff proposed coming <br />back with this item through the EIR project. The Council however wanted the vote to stand. <br />Council and the Planning Commissioners also agreed on including a policy that seeks new <br />sources of water. <br /> <br />M/S Aguirrellra to approve the second draft of the General Plan (taking into consideration <br />the minor edits that staff will be making). Motion carried unanimously by roll call vote <br />with all Council Members in favor. <br /> <br />Minute Order Minute Order 09-254 <br /> <br />Mayor Foust expressed her thanks to the Planning Commission and Tom Cronin for their <br />many hours of meetings and study of the General Plan. Mr. Passasini, as the project <br />manager for the New General Plan, acknowledged the Planning team as a whole that <br />worked with him. Legislation (information only) - This sub-section involves possible discussion of <br />City Position on Proposed Legislation described in the League of California Cities <br />City Advocate Weekly Issue No. 43-2009 and 44-2009. Council may direct staff to <br />act on positions taken by Council. (Copies of League of California Cities City <br />Advocate Weekly available in the City Clerk's Department). <br /> <br />B. Vice Mayor Howard and Council Member Hartnett oral reports on regional bodies. <br /> <br />The Two Council Members said that as they leave their regional appointments they hope <br />that other Council Members show interest in serving and they are willing to help. Vice <br />Mayor Howard said that the Downtown Rail Policy Working Committee will meet December <br />18, 2009 and she hopes someone will be present. C/CAG's next meeting will be the second <br />Thursday of the month. <br /> <br />9.
